Victor Alekseevich Nemtinov (born March 15, 1947 , Leningrad ) is a Russian writer and poet, playwright, publisher.

Biography
After graduation, he worked at the Lenfilm film studio as an assistant operator, then as a cameraman. At the turn of the 1960-1970s, he wrote poetry, plays and prose in an absurd - ironic spirit. Adjacent to the circle of poets Malaya Sadovaya , and then to the literary group " Helenukty ", he was published in samizdat under the pseudonym OUTSIDE . In the 1970-1980s, he was close to the Aquarium group as its semi-official photographer.
Since 1989 , Viktor Nemtinov has been involved in publishing. Initially, his publishing house was called Prism-15, then New City, and finally, Victor Nemtinov Publishing House. The printed materials of Nemtinov Publishing House varied, from posters to the series of editions of his works in foreign languages released on the 200th anniversary of A.S. Pushkin . However, the most famous are the publications of St. Petersburg poets of his circle — Alexei Khvostenko , Vladimir Erl , Alexander Mironov, and others — which Nemtinov made (mainly as part of the Poetic Stairs series), which became the first books for most of these authors.
The works of Viktor Nemtinov are published in the anthologies “At the Blue Lagoon” , “ Samizdat of the Century ”, etc.
