Andrei Vladimir Rogachev (born January 17, 1964 , Tula , RSFSR , USSR ) is an entrepreneur , the first Russian dollar billionaire who earned a lot of money not from privatization or trade in natural resources, but started his business from one ruble and the production of environmental appliances. Andrei Rogachev is called the “Father of Russian retail ” [1] . He is currently a co-owner of the AGRO24 trading platform and the Verny grocery chain. In the past, the creator of the Spacard electronic payment system [2] , co-founder of the Pyaterochka retail chain, one of the former co-owners and managers of the X5 Retail Group [3] .

Biography
Born on January 17, 1964 in Tula [3] . In 1981 he entered, and in 1986 graduated from the Leningrad Hydrometeorological Institute with a degree in hydrology.
In 1989, he created the “Laboratory of Environmental Control” (“ LEK ”). The company was engaged in the production of environmental appliances.
Since 1991, Rogachev, together with a partner, created the Spacard electronic payment system and software for conducting trade operations between companies [4] . Including an electronic messaging system [5] , a cryptographic system [6] , the second cryptocurrency in the world, a plastic card with a unique method of encryption and data protection, a billing center, cash registers and portable payment terminals.
Since 1998, the company began construction of housing [7] . Today, LEK is the largest construction and investment holding in St. Petersburg and the Northwest Region.
In 1998, Rogachev, together with partners, registered LLC Agrotorg. In February 1999, the company opened the first Pyaterochka store in St. Petersburg , and by the end of the year another 15 opened. In 2001 Pyaterochka appeared in Moscow [8] .
As a result of the merger with the Perekrestok chain of stores in 2006, the X5 Retail Group was formed, the main shareholder of the company was the financial group Alfa , the founders of Pyaterochka owned a block of approximately a quarter of the shares (the main shares in the block belonged to Rogachev and Alexander Girda ) In 2008, he left the board of X5 and by 2011 sold his stake in 11.14% of X5, the market value of the stake at the time of sale was about $ 1.38 billion [9] . Since the late 2000s, he has focused on real estate investments.
In 2012, he founded the chain of grocery discount stores Verny [10] , as of November 2017 there were 472 stores in the Central , North-Western , Ural and Volga districts [11] .
In 2017, Rogachev, together with Alexander Volchek (former co-owner of Business Youth), launched a wholesale food platform AGRO24 [12] . Rogachev and Volchek are the creators and owners of the trading platform. The platform brings together suppliers, retailers and intermediaries and conducts trade transactions between them. Most of all, the AGRO24 business model is similar to Bloomberg and to 1688.com, which is part of the Alibaba Group and is intended for wholesale b2b-trade between manufacturers and buyers [13] . Inside, a trading technology has been developed that easily integrates with cryptocurrencies and smart contracts based on the blockchain [14] .
There are other examples: the Meicai.cn mobile app, which has become a bridge between small farmers who grow vegetables and small restaurants. Investors valued the entire company at $ 2.8 billion. Rogachev said that such an assessment is a guideline for Agro24, the goal that we would like to achieve in 2019. [15]
