Biography

He graduated from MGIMO of the USSR Ministry of Foreign Affairs in 1971 and graduate school of the Institute of the USA and Canada of the USSR Academy of Sciences in 1973. He speaks French , Italian and English .

At diplomatic work since 1971. He worked in the central office of the Ministry of Foreign Affairs of the USSR , and missions abroad. According to my own recollections: “In the early 80s, I happened to participate in the Soviet-American talks in Geneva on the limitation and reduction of strategic weapons. These were real universities for me, thanks to which my professional horizons have expanded significantly. He worked under the leadership of the outstanding diplomat Viktor Pavlovich Karpov , who headed our delegation. I am immensely grateful to him for the school he attended ” [1] .

In 1993-1998 - adviser-envoy of the Russian Embassy in France .

In 1998-2001 - Director of the First European Department of the Ministry of Foreign Affairs of the Russian Federation .

May 31, 2001 was appointed Permanent Representative of the Russian Federation to the Council of Europe in Strasbourg [2] . According to his own recollections: “The work was difficult, but extremely interesting. I had to deal closely with such complex issues as human rights, the development of democracy, and the construction of a rule of law state. I consider one of the most striking episodes of my career as a job at the mission during the first presidency in the history of Russia of the Committee of Ministers of the Council of Europe ” [1] .

On January 3, 2007, he was relieved of his duties as Permanent Representative of the Russian Federation to the Council of Europe in Strasbourg “in connection with his transfer to another job” [3] .

On May 1, 2007, by an Order on the Ministry of Foreign Affairs of the Russian Federation, he was appointed Director of the Department for Relations with the Subjects of the Federation, Parliament and socio-political organizations [4] .

October 14, 2008 appointed Ambassador Extraordinary and Plenipotentiary of the Russian Federation to France [5] .

December 1, 2008, concurrently appointed Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Principality of Monaco [6] .

On January 26, 2009, the President of the French Republic, Nicolas Sarkozy, received credentials at the Champs Elysees from the new Russian Ambassador to Paris, Alexander Orlov [7] .

On October 23, 2017, he was relieved of his post as ambassador of the Russian Federation to France and to the Principality of Monaco concurrently [8] .

Married (second marriage), has two sons and two daughters.
