In 1619 , a special order was instituted in Moscow for arranging cities devastated by the Poles and for examining complaints from people of different classes regarding harassment and resentment from strong people. Nevolin believes that this order is mentioned in the monuments under the name "Order that the brow is beaten against the strong and the order of administrative affairs" or simply an order of administrative affairs . Subsequently, he became known mainly under the name of the detective order. Olearius already knows him under this name [1] .
Since Kotoshikhin does not mention this order, Nevolin thinks that he was destroyed along with the establishment of a secret order , whose department was close to the department of the detective order. Subsequently, the name of the detective order was assigned to the robbery order .
