RAS management

Management of the Russian Academy of Sciences - governing bodies of the Russian Academy of Sciences (RAS). At the academy level as a whole, they are the General Meeting and the Presidium of the Russian Academy of Sciences, and at the level of each branch branch - the General Meeting of this department, the heads of its sections and the academician-secretary. The Presidium of the Russian Academy of Sciences is assigned the role of a permanent structure providing collegial management of the academy [1] .

The current composition of the Presidium of the RAS was formed at the General Meeting of the Russian Academy of Sciences on September 25–28, 2017 [2] . Academic secretaries of departments are legally correctly introduced to the Presidium at the General Meeting on March 29-30, 2018 [3] [4] .

Formation of the Presidium of the Russian Academy of Sciences

General Provisions

According to the current Charter of the Russian Academy of Sciences [5] , the Presidium of the Russian Academy of Sciences is composed of the president, vice-presidents, and also no more than 80 members of the Academy elected by the General Meeting (Article 71). Earlier (according to the Charter, until June 2014), the Academic Secretaries of branch departments, chairmen of regional branches, and the chairman of the St. Petersburg Scientific Center were automatically included in the Presidium.

The President of the RAS is elected from among the full members of the Academy by the General Meeting of the RAS (Charter [5] , Article 81).

In July 2017, the State Duma passed a law amending some of the rules for the election of the leadership of the RAS: according to the document, for the election of the head of the academy and other members of the Presidium, a majority (and not 2/3, as before) of the vote is required, the head of the RAS is approved by the President of Russia, and candidates for this post (at least two, there are no restrictions from above) must be previously agreed with the government of the Russian Federation [6] [7] .

Vice-Presidents of the RAS and the Chief Scientific Secretary of the Presidium are elected from among the academicians on the proposal of the President of the Academy (Charter [5] , Article 64). Academicians-secretaries of branches of the RAS are elected from among the academicians on the basis of the presentation of the general meetings of the branches; according to the current Charter of the Russian Academy of Sciences, unlike the old order, they should be elected to the Presidium on a common basis [3] .

The members of the Presidium are elected from among the RAS members on the basis of proposals from the general meetings of the Academy’s branches, general meetings of regional branches (according to quotas determined by the Presidium), and also on the proposal of the President of the Academy (Charter [5] , Article 71).

New quotas for candidates for the RAS Presidium from the branches were set in early September 2017. Specialized branches with fewer than 150 members can nominate one representative, including more than 150 people - two, and OSHN and OMedN as the largest branches - three and four representatives, respectively. FEB and UBO have the right to have one nominee each, and SO - two [8] .

Elections of members of the Presidium of the Russian Academy of Sciences are held for a term of 5 years.

2017 Events

Regular elections of the Presidium were to be held at the General Meeting of the RAS in March 2017, but at the last moment all the candidates for the post of the head of the Academy - V. E. Fortov (then the current president), V. Ya. Panchenko and A. A. Makarov - were removed their candidacies, emphasizing the need to develop a new regulation [9] . Because of this, the elections were postponed until the fall [10] , and the powers of the old leadership, except for V. Ye. Fortov, were extended for the transitional period. The acting head of the RAS was V.V. Kozlov .

During the summer, legislative changes were made to the procedure for electing the president of the RAS, and quotas for the representation of the RAS branches in the Presidium were specified (see the previous subsection).

As a result, the election of the Academy leadership was held on September 25-28, 2017. Seven scientists applied for the presidency, but two candidates - A. R. Khokhlov and V. A. Chereshnev - did not pass approval in the government [11] [12] . Regarding the candidate programs, the aeromechanic V. Ya. Neiland summarized in an interview with Kommersant: “... everyone said the same thing: FANO - to disperse, financing - to increase, and indeed to return everything as it was before perestroika ” [13] . In the elections, the votes were distributed as follows [14] : E. N. Kablov - 152, G. Ya. Krasnikov - 269, R.I. Nigmatulin - 276, V. Ya. Panchenko - 204, A.M. Sergeev - 681, invalid ballots - 14. Since no one got “50% + 1 vote”, a second round was appointed in which A. Sergeev confirmed his advantage (1045 votes - Sergeyev, 412 - Nigmatulin) and was elected head of the RAS [15] . President of Russia V.V. Putin by his decree of September 27 approved him in office [16] .

All participants in the election, with the exception of V. A. Chereshnev, became members of the Presidium of the Russian Academy of Sciences; A. R. Khokhlov became one of the vice-presidents.
