Valery Ilyich Konovalyuk (born , ) is a Ukrainian statesman and public figure . Doctor of Economics (2004) [1] . Academician of the Academy of Economic Sciences of Ukraine. Member of the Verkhovna Rada of Ukraine, III — IV and VI convocations. The author of 20 scientific papers and 150 bills .

Biography
He graduated from the Donetsk Industrial College, where he studied in 1981-1985. In 1985 he worked as an ATP mechanic.
He graduated from the Moscow Higher Combined Arms Command School named after the Supreme Council of the RSFSR , where he studied in 1985-1989, engineer.
In 1989-1992, he served in Germany as an assistant military commandant in Wismar and Berlin [5] , and then was transferred to the reserve. In 1992-1993 he studied at the German Finance Academy in Munich . In 1993, under the government program for the professional retraining of military personnel, he received a degree in economics and production organization.
In 1993-1995 - Director of JSC "Ukrenergoresurs", president of the Donetsk television and radio company "VIKO".
In 1995-1996 - Deputy Chairman of the Executive Committee for Planning, Finance and Budget of the Kuybyshevsky District Council of Donetsk .
In 1996-1998, he was a consultant to the deputy chairman and first deputy chairman, appointed V.F. . According to Novaya Gazeta , since Yanukovych at first avoided publicity, Konovalyuk made statements on his behalf [5] .
In 1995, Valery Konovalyuk created and headed the People's Patriotic Union of Donbass [6] .
In 1998, he was elected People’s Deputy of the Verkhovna Rada of Ukraine of the 3rd convocation , he was First Deputy Chairman of the Parliamentary Committee on Budget. He was a member of the Labor Ukraine deputy group, two years later joining the Regions of Ukraine faction and then the Party of Regions .
In 2004 he became a Doctor of Economics . Successfully defended his thesis: “Economic development of industrial regions” and his doctoral thesis on the topic: “State regulation of mining industry monopolies” (Institute of Industrial Economics of NASU) [1] .
He was elected to the Verkhovna Rada of the VI convocation from the bloc “ For United Ukraine!” ". In April 2005 he moved from the Party of Regions [7] to “Labor Ukraine”. After the party chairman Sergei Tigipko resigned, Konovalyuk stood at the head of Labor Ukraine .
On August 3, 2007, Labor Ukraine joined the Party of Regions. In the early parliamentary elections of 2007 Konovalyuk became a deputy of the Verkhovna Rada of the VI convocation .
In the summer of 2009 he was elected chairman of the All-Ukrainian Union of Military and Veterans of the Armed Forces of Ukraine.
In June 2010, by Decree No. 719/2010, he was appointed Advisor to the President of Ukraine (outside the state) [8] .
In the spring of 2013, he accused President Yanukovych of the failure of reforms and the scale of corruption and resigned as an adviser and left the Party of Regions [5] [9] .
On March 30, 2014, he was registered with the Central Election Commission as a candidate for President of Ukraine as a self-nominee [10] .

Later, Valery Konovalyuk challenged Vladimir Putin to a judo fight in order to solve all disputed issues between Ukraine and Russia on the tatami [15] .
On April 30, 2014, during a visit to the EU and the USA, Konovalyuk presented his action plan to resolve the crisis in Ukraine in the US Congress with senators and members of the House of Representatives , as well as in many think tanks from the Atlantic Council to the Carnegie Endowment [16 ] [17] [18] [19] [20] [21] [22] . Also during the visit, V. Konovalyuk gave an extended interview to the American television channel, where he said that Europe should give Ukraine a signal of support [ significance of fact? ] [23] .
May 17, 2014 during the congress of the public organization VO "New Ukraine" was unanimously elected the head of the political party "All-Ukrainian Association" New Ukraine "" [4] .
Reform Activities
During his deputy cadet Valery Konovalyuk became the author of a number of bills: “On amendments to the budget code of Ukraine”; “On state financial control”; “On the State Treasury”; “On the Regulation of the Verkhovna Rada of Ukraine” [24] ; “On financing health protection and compulsory health insurance in Ukraine” [25] ; “Labor Code”, law enforcement reform [26] ; “On the use of electronic social cards in the provision and receipt of benefits, services, payments and other social guarantees” [27] .
In particular, back in 2003, V. Konovalyuk proposed strengthening the state’s controlling functions over spending budget money and at the same time involving the latter in the real economy. “Now the Treasury is subordinate to the Ministry of Finance, but we believe that it should be the central executive body,” said the MP. On the one hand, such an increase in the status of the State Treasury will make it possible to create effective mechanisms for controlling the expenditure of budget funds: without approved norms and articles, preliminary verification of targeted use, financing will not be allocated. On the other hand, the innovation will help to avoid delaying the cash execution of local budgets: in case of a shortage of money, the appropriations will come automatically. Finally, the proposed absolutely transparent implementation of budget programs will make it possible, without any risk, to use the temporarily available funds of the State Treasury, not only to participate in the interbank credit market ” [28] .
In 2010, Konovalyuk submitted to the Verkhovna Rada of Ukraine a bill regarding the fundamental reform of the healthcare system in the country. According to the people's deputy, his discussion and adoption was delayed, because people interested in the “medical” money’s Deriban by all means prevented this. The bill is about compulsory medical insurance, strengthening the responsibility of medical workers, developing special quality systems for medical care, introducing medical standards that regulate services and so on. In total, at the initial stage of the reform, according to Konovalyuk, about 1.5 billion hryvnias are needed. If it is successful, Ukrainians will receive adequate medical care in three to five years [25] .
At the same time, Konovalyuk repeatedly criticized the current corruption system in the medical sphere of Ukraine. "Mortality steady in the last decade in Ukraine is commensurate with the 32nd year, when citizens were dying of famine," said the People's Deputy. He also recalled that in Ukraine there is a high mortality rate from cardiovascular diseases, tuberculosis, and oncological diseases. At the same time, he noted that the country underestimates the scale and situation with the incidence rate [29] .
in 2011 Valery Konovalyuk was a co-author of the idea of creating the Ukrainian police [30] .
In 2014, V. Konovalyuk presented to the public a new draft of the Labor Code of Ukraine . The draft stipulates that an employment contract can be concluded between the employee and the employer only in writing. According to him, an innovation is also proposed on the regime of irregular working hours with a limitation of its duration within 2 hours per day, 120 hours per year. Konovalyuk stressed that the draft Labor Code “provides for two areas of regulation of remuneration - at the state and contract levels." According to him, “for the first time at the legislative level, it is proposed to fix the employer's material liability for harm caused to the employee’s property” [31] .
Work in the commission to study the legality of the supply of Ukrainian weapons
September 2, 2008 was appointed to the post of head of the temporary investigative commission to study the legality of arms supplies. The commission, in particular, was studying the supply to Georgia of weapons used by Georgian forces during the armed conflict in August 2008 . During the investigation, Konovalyuk repeatedly spoke about the revealed violations in arms export [32] , accusing President Viktor Yushchenko of participating in illegal transactions “carried out in the field of personal business interests of Yushchenko and Saakashvili, fraud in the supply of arms to Georgia. According to the commission for the sale of Georgia several Buk anti-aircraft missile systems were removed from combat duty [33] .
In October 2008, Konovalyuk noted that the authorities began to prepare various provocations, and expressed concern for the life of a number of members of the commission. On November 11, 2008, Konovalyuk stated that, according to preliminary information on the audit of the Main Audit Office, a scheme for laundering Ukrainian money had been identified, resulting in "enormous damage to the state budget of Ukraine." On November 17, the Security Service of Ukraine stated that Konovalyuk’s statements “are insinuations to the detriment of Ukraine’s national security” [34] . On December 4, 2008, the Minister of Defense of Ukraine Yuriy Yekhanurov, by his order, deprived Konovalyuk of the rank of “lieutenant colonel of the reserve”. According to Konovalyuk, this was done in order to discredit the report of the commission in the eyes of the public. The Party of Regions called Yekhanurov’s decision “political reprisal”, demanding his resignation. [35] [36] [37] .

Konovalyuk blamed the gas conflict of 2009 on the Ukrainian authorities: “What is happening today in the energy sector of Ukraine is the payment for inefficient and irresponsible state power. Her false declarations and systematic violations of all agreements reached seriously harm the country's international image. If effective measures are not taken now, Ukraine will face the largest energy crisis in history. <...> The current government of Ukraine is doomed to resign, as its populist policy has already led to a deep economic and political collapse ” [38] .

Valery Konovalyuk brings up four children. From his first marriage, he has two children - daughter Eugene (1993) and son Vladislav (1996). Married with a second marriage to Ukrainian TV presenter and journalist Valeria Ushakova. Two children: Ilya and Lukia (2015) [41] .
