Biography
Born in the village of Borovoye (now the Usman district of the Lipetsk region ). In 1952 - 1955 he studied at the Vyborg School of Marine Corps.
In 1955, he began military service in Kamchatka, lieutenant, commander of a marine platoon. Also at this time, he promoted the Komsomol , was the secretary of the Komsomol organization, and the assistant to the chief of the political department of the flotilla for the Komsomol. In 1962 - 1966, student of the Military-Political Academy named after V.I. Lenin . In 1966 - 1970 in the Pacific Fleet, political assistant to the commander of a diesel, and then nuclear submarine. In 1970 - 1974 he became deputy chief of the political department, later - head of the political department of the submarine formation.
In 1974 - 1977, Panin - head of the department of organizational and party work of the Pacific Fleet political department. From 1977 to 1982 - in the apparatus of the Central Committee of the CPSU , executive officer of the military department of the Navy. Since 1982 - in the Kamchatka flotilla, member of the Military Council - head of the political department, rear admiral.
Since 1985 - First Deputy Head of the Political Directorate of the Navy. In 1986 he graduated from the Military Academy of the General Staff, at the same time he was awarded the title of Vice Admiral. In 1987 he was appointed a member of the Military Council - head of the Political Administration of the Navy of the USSR.
