Biography
Born on June 26, 1937 in Odessa (according to other sources, the village of Baksha, Savransky District, Odessa Region) in a family of government employees.
Scientific career
In 1954, Kutafin entered the law faculty of Moscow State University , graduating with a red diploma (supervisor - S. S. Kravchuk ). From 1956 to 1961, he was first secretary of the Komsomol committee of the Moscow State University, elected member of the presidium of the Student Council of the USSR and a member of the Committee of Youth Organizations of the USSR [2] .
From 1964 he taught at the All-Union Correspondence Law Institute , and since 1971 - at Moscow State University. Professor of the Department of State Law and Soviet Construction (1980-1987), Deputy Dean for Academic Affairs (1973-1982), Deputy Dean for Scientific Work (1982-1987) of the Faculty of Law.
In 1979 he defended his doctoral thesis, and two years later became a professor . In 1987, Kutafin became the rector of the All-Union Correspondence Law Institute, which he headed until the end of his life.
He is the author of a large number of monographs and textbooks on constitutional and municipal law ; he was awarded the Prize of the President of the Russian Federation in the field of education for the textbook Constitutional Law of the Russian Federation (co-authored with E. I. Kozlova).
Social and government activities
In 1993, Kutafin participated in the drafting of the Constitution of Russia . Later, he was a member of many advisory bodies under the President of Russia: the Council for the President of the Russian Federation on Justice Improvement (since October 14, 1997 ), the Council for the President of the Russian Federation on Science and High Technologies (since November 8, 2001 ), the Scientific Advisory Board under the Security Council of the Russian Federation , since 1996 he was the chairman of the Commission on Citizenship Issues under the President of the Russian Federation.
Kutafin was a member of the Council and Deputy Secretary of the Public Chamber of the Russian Federation .
He was co-chairman of the Association of Lawyers of Russia and President of the All-Russian public organization Union of Lawyers of Russia . Member of the Presidium of the Higher Attestation Commission of the Russian Federation and the Presidium of the Russian Academy of Sciences , on May 31, 2008 he was elected Academician-Secretary of the Social Sciences Division of the Russian Academy of Sciences.
He died on December 4, 2008. He was buried at the Novodevichy cemetery in Moscow.
In 2010, with the efforts of relatives, students and friends, the book “The First in Law” was published (a collection of memories about the life path and the creative heritage of O. E. Kutafin).
Family
Wife - Natalia Kutafina (January 2, 1949), Ph.D., holds financial law at the Moscow State Law Academy, is an associate professor at the Social Sciences Department of the Gorky Institute of Literature . Son - Dmitry Olegovich Kutafin (born 13/06/1984) - Vice-Rector of Moscow State Law Academy for International Cooperation.
