He graduated from Patrice Lumumba Peoples' Friendship University in 1974 . Specialty - “international law, lawyer”.
In 1974 - 1981 - consultant, senior auditor, deputy head of department, head of department of State Arbitration at the Council of Ministers of the USSR . In 1981 - 1987 - referent of the legal department of the Office of the Council of Ministers of the USSR.
In 1987 - 1990 - deputy chief state arbiter of the USSR. In 1990-23.01. 1992 - Chief State Arbiter of Russia (resigned at his own request).
In 1993-1995 , he was vice president of the Albby concern, deputy chairman of the board of directors of the Albby Diplomat company. Since 1995, he was deputy head of the executive committee of the movement "Our Home - Russia" (NDR).
Since 1995, he has been a deputy of the State Duma of Russia (according to the list of NDRs), was the deputy chairman of the State Duma committee on legislation and judicial reform.
Since 1999 - Member of the State Duma of Russia (from the Kuntsevsky constituency No. 193 of the city of Moscow ). Nominated by the movement " Fatherland - All Russia ", a member of his parliamentary faction. In 2000 - 2002 - Deputy Chairman of the State Duma Committee on State Building, in 2002 - 2003 . - Chairman of this committee.
Since 2003 - Member of the State Duma of Russia (from the Kuntsevsky constituency No. 193 of the city of Moscow). Nominated by the United Russia party, a member of its parliamentary faction. In 2004 - 2007 - First Deputy Chairman of the State Duma Committee on Civil, Criminal, Arbitration and Procedural Legislation. In 2007 - member of the State Duma Committee on Education and Science, from October 2007 - its chairman. Since 2005 , he was simultaneously Deputy Chairman of the State Duma Commission on the practice of applying the electoral legislation of the Russian Federation. Member of the Russian delegation to the Parliamentary Assembly of the Council of Europe .
