The Government of the Pridnestrovskaia Moldavskaia Respublika is the highest executive and administrative authority of the unrecognized UN member states of the Pridnestrovskaia Moldavskaia Respublika under the PMR Constitution .

History
After amending the Constitution of the PMR in 2000, it was in fact a deliberative body under the President of the PMR.
In 2000 - 2011, the word “government” was not mentioned at all in the PMR Constitution; this body was called the “cabinet of ministers”. Since the PMR was an unrecognized presidential republic until 2012, the PMR President was the head of the executive branch (that is, the chairman of the government). From September 3 to November 29, 1990, there was a separate post of the chairman of the government (council of ministers), whose acting was Moroz Stanislav Ivanovich .
The Institute of Government and the post of Prime Minister of Transnistria were introduced on January 1, 2012 in accordance with the amendments made in June 2011 to the Constitution of the PMR . Until January 1, 2012, the Cabinet of Ministers of the PMR was formed by the President of the PMR to exercise his powers as the head of the executive power [1] of the republic. The ministers were directly subordinate to the head of the Transnistrian state. In accordance with the amendments, the government becomes the supreme executive body of the PMR, which includes the Chairman of the Government of the PMR, his deputies, ministers, heads of state administrations of cities and regions.

The Government of the Transdniestrian Moldavian Republic carries out its activities on the basis of the Constitution of the PMR , constitutional laws and laws of the Transdniestrian Moldavian Republic, as well as legal acts of the President of the Transnistrian Moldavian Republic.
Based on the Constitution of Transnistria, the Government exercises the following powers:
- develops and submits to the Supreme Council of the Transnistrian Moldavian Republic a draft republican budget and ensures its implementation; submits to the Supreme Council a report on the implementation of the republican budget; submits to the Supreme Council annual reports on the results of its activities, including on issues raised by the Supreme Council;
- ensures the implementation of a unified state policy in the field of culture, science, education, health, social welfare, ecology;
- takes measures to ensure the country's defense, state security, organizes the implementation of the internal and foreign policies of the state;
- takes measures to ensure the law, rights and freedoms of citizens, protect property and public order, and fight crime;
- exercises other powers assigned to it by the Constitution of the PMR, laws, decrees of the President of Transnistria.
Composition of the PMR Government
In accordance with the PMR Constitution, the Government of the Transnistrian Moldavian Republic consists of:
- Chairman of the PMR Government
- Deputy Prime Ministers of the PMR (since 2014, the position of First Deputy)
- PMR ministers
- Heads of state administrations of cities and regions of the PMR.
The Chairman of the Government of the Transnistrian Moldavian Republic is appointed by the President of the PMR with the consent of the Supreme Council of the PMR ; dismissed independently by the President of the PMR .
Deputies of the PMR Government, ministers of the PMR and heads of state administrations of cities and regions of the PMR are appointed and dismissed by the President of the PMR at the proposal of the Prime Minister of the PMR .
PMR ministers and heads of other departments cannot occupy any other paid position, carry out entrepreneurial and other activities, except for scientific, teaching and other creative activities, be members of the governing body or the supervisory board of a commercial organization, be deputies of the Supreme Council of the PMR and other representative bodies in the Transdniestrian Moldavian Republic, as well as suspend their membership in political parties and other public associations, prosecuting political goals for the entire term of their powers.
The Supreme Council of the PMR has the exclusive right to initiate the process of dismissal from office and decide on the dismissal of members of the Government of the PMR based on the conclusion of the Supreme Court of the PMR confirming the existence of a crime in their actions and the conclusion of the Constitutional Court of the PMR on observing the established procedure for bringing charges if as a result of consideration, they will be found guilty of high treason, corruption, intentional violation of the Constitution of the PMR, which had grave consequences, other t serious crimes. The posts of members of the Government of the PMR are state posts of the PMR. Members of the PMR Government personally and directly participate in decision-making at meetings of the PMR Government, with a decisive vote.
The Presidency of Igor Smirnov (1991-2012)
During the presidency of Igor Smirnov, the highest collegial executive and administrative body of state power did not exist, its functions were partly carried out by the cabinet of ministers acting under the head of state. The Cabinet of Ministers was not a public authority, but had signs of a group association of the heads of executive authorities. With this model, all key decisions were directly made by the head of state.
The Presidency of Eugene Shevchuk (2011-2016)
The initiative to establish the institution of the government of the republic belonged to Yevgeny Shevchuk , who, after being elected to the presidency, began to reform the system of executive authorities.
Over the entire period of the presidency of Yevgeny Shevchuk, three prime ministers and four members of the government were replaced. The longest-running authority was the government of Tatyana Turanskaya .
The Government of Pyotr Stepanov (January 18, 2012 - July 10, 2013)
On January 24, 2012, the President of the PMR approved the structure of the Government. The system of executive branch bodies included republican ministries, committees and public services. [3] [4]
The Government of Tatyana Turanskaya (July 10, 2013 - December 2, 2015)
By the decree of the President of the PMR of July 10, 2013, with the consent of the Supreme Council of the PMR, Tatyana Turanskaya was appointed to the post of Prime Minister.
By decree of the President of the PMR of July 23, 2013 No. 339 “On the approval of the system and structure of the executive bodies of state power of the Transnistrian Moldavian Republic” [5] , a new structure of the executive bodies of the Pridnestrovian Moldavian Republic was approved.
Maya Parnassus Provisional Government (December , 2015)
By decree of the President of the PMR of December 2, 2015 No. 428, the Chairman of the Government of the PMR, Tatyana Turanskaya, was relieved of her post due to her election to the Supreme Council of the PMR . The temporary performance of the duties of the Chairman of the PMR Government was entrusted to Maya Parnas .
The Government of Pavel Prokudin (December 23, 2015 - December 16, 2016)
By decree of the President of the PMR of December 23, 2015, with the consent of the Supreme Council of the PMR, Pavel Prokudin was appointed Prime Minister.
The Presidency of Vadim Krasnoselsky (since 2016)
On December 16, 2016, Vadim Krasnoselsky officially took office as President of the Transnistrian Moldavian Republic . On the first day of his work ( December 16, 2016 ), as head of state, Vadim Krasnoselsky issued 6 decrees: for No. 1, he instructed the current Government to perform duties until the formation of a new Government; for No. 2, he terminated his duties by persons directly subordinate to the President, who composed the personal team of Yevgeny Shevchuk ; # 3 appointed to the post of the Head of the Administration of the President of the PMR Sergey Belous; for No. 4, he dismissed the head of the Security Service of the PMR President Sergey Monul , appointing Vitaly Melenchuk for this position; for No. 6, established the procedure for the use and disposal of state and municipal property, providing for a temporary ban on transactions and execution of previously concluded transactions with state and municipal property, as well as its transfer, write-off and (or) destruction.
The government of Alexander Martynov (since December 17, 2016)
On December 17, 2016, with the consent of the Supreme Council of the PMR, Vadim Krasnoselsky appointed Alexander Martynov, Chairman of the PMR Government .
