He was born on December 24, 1961 in the village of Mezhdurechensk, Kaskelen district, Alma-Ata region, Kazakh SSR, in a family of teachers.

He graduated from the Omsk Institute of Railway Transport . After graduation, he obtained a Komsomol ticket to the BAM . In 1984 he was drafted into the army, served in the reconnaissance battalion.

Since 1986 he lived in Blagoveshchensk. He worked in the Repair and Construction Department No. 1. In 1991, he began to engage in business.

In 1996, he became director of Amurpivo OJSC and Far Eastern Food Company CJSC (KDP).

In autumn 2000, ran for mayor of Blagoveshchensk; took second place, gaining about 25% of the vote. In March 2001, he was elected to the Amur Regional Council ; in which for 8 months he worked as chairman of the standing commission on economics, foreign economic relations and property. In December 2002, he was appointed Deputy Governor of the Amur Region for Economics.

On November 28, 2004, he was elected mayor of Blagoveshchensk , according to the results of the second round of voting, Migul won 51.68%, beating his main rival, Alexander Sinkov, who later accused the elected mayor of "black PR", but Migul denied using it [5] [6 ] [6 ] ] [7] .

On August 6, 2007, he joined the United Russia party, and the early party supported him in the mayoral election. April 26, 2010 was removed from office by the Governor of the Amur Region Oleg Kozhemyako . The reason for the resignation was a violation of labor law - the mayor’s office did not comply with the decision of the city court to reinstate Galina Syshchuk, director of the MP “Funeral Services”, after dismissal. Valentina Kalita, First Deputy Mayor, was appointed Acting Mayor [1] .

During the prosecution period

A year later, in April 2011, criminal proceedings were instituted against Alexander Migul for abuse of power [15] . In July 2011, another case was initiated against the former mayor of Blagoveshchensk, he is suspected of misuse of budget funds in a particularly large amount. The case was related to the acquisition of a highway bridge across the Chigirinka River into the city (municipal) property [16] .

Letter from Miguli

Detention

[27] This statement, according to the statement of the Investigative Department, does not comply with the law, referring to the fact that the issues of transferring the accused to the place of investigation are within the competence of the federal penitentiary service , and not the investigating authorities. The Investigative Committee expressed its interest in the speedy delivery of the former head of the regional center of the Amur region [29] .

Among other things, Miguli's lawyers pointed out the danger of assassination as part of his move by rail, the family of the accused former mayor also fears the assassination and offers to pay for his further transfer by plane. According to sources close to the investigation, the FSIN and the central apparatus of the Investigative Committee (SC) of Russia also do not exclude the risk of assassination [25] [30] .

On July 2, 2015, the Annunciation City Court extended the detention of Miguli until October 12, 2015. [31]

On July 6, 2015, the former mayor of Blagoveshchensk was finally transported. He was placed in SIZO-1 of the Federal Penitentiary Service of Russia in the Amur Region, where he was assigned a term of detention (according to the above decision of the Blagoveshchensk City Court) until October 12, 2015 [32] .

On October 9, 2015, the Blagoveshchensk City Court extended the detention of Alexander Miguli for another two months (until December 12) [33] .

A few days later, information appeared that Miguli’s defense had sent a complaint to the Commissioner for Human Rights in Russia, Ella Pamfilova , alleging various violations in relation to the defendant by the law enforcement system (refusal to transfer by plane, illegal extension of time during transfer, refusal to meet with relatives) [ 34] .

On December 10, 2015, Migula was extended the period of detention until December 19, 2015 [35] .

Completion of investigative activities

On December 17, 2015, information appeared that the investigator notified Migul about the completion of the investigative measures. Also at the next court session, a decision was made to extend the arrest until March 19, 2016 [36] .

At a press conference in February 2016, Igor Kuzenkov, deputy head of the Investigative Department of the Investigative Committee of the Russian Federation for the Amur Region, said that the ex-mayor of Blagoveshchensk is trying to counter the investigation and avoid responsibility [37] . This aroused the indignation of Miguli’s lawyers and the defendant himself, the latter wrote a statement to the prosecutor’s office about defamation in March [38] .

Support statements after resignation as mayor of Blagoveshchensk

Immediately after Migul was dismissed from the post of mayor of Blagoveshchensk, various kinds of initiative groups of citizens appeared, who began to collect signatures in his support. In May 2015, according to a survey on the Amur News Service website, 47% of participants said that he was in his place as mayor. On April 9, 2016, a picket was held in support of Miguli, which was attended by about 100 people. Some former associates of Miguli came to the picket, in particular Viktor Arkhipov (he also acted as the organizer of the picket) and former chairman of the Annunciation City Council Sergei Levitsky [47] .

Criticism of Support

On the social network Odnoklassniki , from the page owned by Galina Syshchuk (earlier Migulya, being mayor, dismissed her from the post of director of MP “Funeral Services”), the activities of the former mayor were negatively assessed (in particular, he was accused of major theft) .
