Evgeny Aleksandrovich Chichvarkin ( September 10, 1974 , Leningrad ) is a Russian entrepreneur . Co-founder and former co-owner of the network of cellular salons " Euroset ". Since the end of 2008 he has been living in the UK, where he is engaged in the wine [1] and restaurant [2] business.

Biography
Evgeny Chichvarkin was born on September 10, 1974. By his own admission, [3] [4] "was physically born" in Leningrad . Most sources indicate Moscow as the city of birth [5] [6] (direct quote from Chichvarkin: “Formally, I was born in Leningrad, but registered in Moscow (my mother is a Leningrad, my father is a Muscovite)” [7] ). His father worked as a civilian pilot , and his mother as an engineer-economist in the USSR Ministry of Foreign Trade (later in the Ministry of Industry and Trade [6] ). Speaking of ethnic roots, Chichvarkin indicated that his great-great-grandfather was Moksha [8] .
After graduating from Moscow school No. 28 [9] in 1991, Chichvarkin entered the State Academy of Management , which he graduated in 1996, receiving a diploma in "Economics of Automotive Management" [5] [6] . At the same time he was engaged in trading in clothing markets [5] .
From 1996 to 1998 he studied at the graduate school of the Academy [5] .
Euroset Management
On April 2, 1997, together with his friend Timur Artemyev, he created the Euroset company, which later became the largest Russian mobile retailer [5] [6] [10] .
On September 2, 2008, law enforcement officers ransacked the Euroset headquarters, which was connected with the investigation into the abduction of the former Euroset forwarder Andrei Vlaskin in 2003, according to Chichvarkin’s defense [11] , who was found to be stolen by the company's security service cell phones [12] . On September 22, 2008, together with Timur Artemyev, he signed an agreement on the sale of 100% of Euroset to ANN, an investment company led by entrepreneur Alexander Mamut [13] [14] On October 24, 50% minus one share of Euroset was acquired from ANN by Pennant Communications ” [15] . The sale transaction was completed on February 3, 2011 [16] .
On November 16, 2008, Chichvarkin headed the still unregistered Moscow city branch of the Just Cause party [17] . He was also appointed responsible for the branding of the party [18] .
November 20, 2008, it became known that Chichvarkin left the post of chairman of the board of directors of the Euroset company [19] .
Emigration
Prior to his departure from the country, he lived in the triangle Novye Cheryomushki - University - Vernadsky Avenue. December 22, 2008 flew to London [20] . In January 2009, the Investigative Committee at the Prosecutor's Office of the Russian Federation opened a criminal case against Chichvarkin.
On March 2, 2010, he announced that he was asking him not to associate him with the Just Cause party anymore, since he was unable to work in the project from abroad [21] .
On April 3, 2010, Chichvarkin’s 60-year-old mother, Lyudmila Chichvarkin, was found dead at home. According to the preliminary conclusion of forensic experts, Chichvarkina fell and hit the edge of the table with her temple [22] , but Yevgeny Chichvarkin believes that this was a murder [23] .
On May 11, 2010, in his blog on the Snob project, he published an appeal to Russian President Dmitry Medvedev , in which he again accused the Russian Ministry of Internal Affairs of intimidating and extorting money from him for the sale of Euroset in 2008 , and also accused the prison system of maintaining prisoners in inhuman conditions - Boris Levin, a former head of the Euroset security service, was found to have hepatitis C since his detention since 2008 [24] .
On May 30, 2010, during the rally “Moscow Tea Party” [25] , held by the Russian Libertarian Party , a direct telephone line was organized with Chichvarkin, during which he supported the campaign in defense of a free economy [26] .
On August 31, 2010, Chichvarkin took part in a rally in defense of Article 31 of the Constitution of the Russian Federation in front of the Russian Embassy in London [27] .
In January 2011, the Investigative Committee of the Russian Federation terminated the criminal case against Chichvarkin. Nevertheless, Chichvarkin said he was afraid to return to Russia because of the possibility of new persecution [28] .
Since March 2012, together with his friend Timur Artemyev , they have opened the Hedonism Drinks Ltd wine business in London , where Timur is the owner of the company, and Chichvarkin is the main investor [29] [30] . In autumn 2012, Chichvarkin opened an elite Hedonism Wines store with an appropriate 700 m² design in the prestigious Mayfair district of London, before which preparations had been going on for two years. Chichvarkin originally planned that the average price of a bottle in his store would be 200 pounds, but then he was persuaded to sell wine starting at 10 pounds. [31]
At the end of 2012, he announced that he might return to Russia “in 5-6 years” [32] ; but only in the case of a change in the current regime [30] .
In April 2016, he announced plans to engage in positioning and branding of the Open Russia organization [33] .
In April 2019, in a conversation with a journalist, Leonid Parfyonov said that after the presidential election in Russia , which Vladimir Putin won, the thoughts of returning to his homeland should apparently be left forever.
Criminal prosecution
January 14, 2009 investigation [ who? ] issued a decision on the involvement of Yevgeny Chichvarkin as the accused. He was charged with part 3 of article 126 (kidnapping) and paragraphs “a”, “b” of part 3 of article 163 (extortion) of the Criminal Code . In late December and early January, Chichvarkin was sent several times summons for interrogation, but since the investigation could not contact him, he was charged in absentia. After that, he was put on the federal wanted list [34] .
On January 28, 2009, the Basmanny District Court of Moscow authorized the absentee arrest of Chichvarkin [35] . On March 2, the judicial board of the Moscow City Court determined the decision of the Basmanny court to remain unchanged, and the cassation appeals of lawyers were not satisfied [36] .
March 12, Chichvarkin was put on the international wanted list [37] .
On June 17, 2009, the Attorney General's Office sent a request for extradition of Chichvarkin to the UK [38] . On August 27, the issued an arrest warrant obliging him to appear in court. [39] On September 7, Chichvarkin was forcibly taken to court, but on the same day he was released on bail in the amount of £ 100,000 [40] . Hearings on extradition were held on September 22 , the judge ordered the consideration of the case on December 1 , Chichvarkin was again released on bail of £ 100,000 previously paid, and documents entitling him to travel abroad were confiscated [41] . On December 1, the Westminster Magistrate Court adjourned the extradition hearings to August 2, 2010, granting a motion by the defense, which required additional time to translate a large number of documents from the Russian language into English, as well as preparing a list of witnesses whom the lawyers intend to bring to court [ 42] .
On August 2, 2010, the Westminster Magistrate Court adjourned the hearing of the extradition of Chichvarkin to September 13 [43] . On September 13, the Westminster Magistrate Court scheduled the main hearings in the case of Chichvarkin’s extradition on March 21, 2011 [44] .
On January 24, 2011, the Investigative Committee of the Russian Federation terminated the criminal case against Chichvarkin [45] , on January 26 his international search was terminated [46] , and on February 17 the Westminster Magistrate Court closed the extradition case [47] .
Chichvarkin's Views
Adheres to libertarian economic and political views [48] . On Dmitry Medvedev’s birthday, Eugene gave him Ain Rand 's novel “ Atlas Shrugged ” [49] . In his blog in 2008, wrote about this novel:
Ain Rand "Atlas Shrugged." I would like to say something special about this book. This is the real Bible of entrepreneurship. It was written for 12 years by our former compatriot Alisa Rosenbaum and was published in 1957. I think this is the most powerful work, both in essence and in value, written in the 20th century. Meets Tatyana Fokina, managing director of the Hedonism Wines wine store and Hide restaurant. Born in St. Petersburg , graduated from the philological faculty of St. Petersburg State University , completed an internship at a public relations agency , worked in the educational project of the Open Russia public organization Mikhail Khodorkovsky, then moved to London and headed the Open University [ 56] , in 2010, she met Evgeny Chichvarkin, who was in search of a manager for his store.
They are not married, which Tatyana told in an interview with the London magazine Zima [57] .
In 2015, daughter Alice was born.
