Public Joint Stock Company Ukrposhta ( PJSC Ukrposhta , Ukrainian public association Ukrposhta, PAT Ukrposhta ) is a postal service operator in Ukraine , which has been a member of the Universal Postal Union (UPU) since 1947 . The founder and sole shareholder of the company is the Ministry of Infrastructure of the country.

Ukrposhta has about 13,700 post offices throughout the country. The company employs 85 500 employees (almost of them 37 000 postmen ).
History and General Information
Public Joint-Stock Company (PJSC) “Ukrposhta” is the assignee of the Ukrainian state enterprise of postal service “Ukrposhta” (UGPS “Ukrposhta”). Included in the sphere of administration of the Ministry of Infrastructure of Ukraine, it is the national postal operator of Ukraine according to the order of the Cabinet of Ministers of Ukraine of January 10, 2002
The activities of PJSC “Ukrposhta” are regulated by the Law of Ukraine “On Postal Communication” dated October 4, 2001, other laws of Ukraine, as well as regulations of the UPU, of which Ukraine became a member in 1947.
Ukrposhta has been operating as an independent business unit since 1994 , when the Ukrainian postal service association Ukrposhta was formed, which was reorganized in July 1998 according to the restructuring program Ukrposhta, approved by the Cabinet of Ministers of Ukraine No. 1 dated January 4, 1998.
Ukrposhta indicators, as of the beginning of 2018 [1] :
- 12 800 post offices throughout the country;
- 73 thousand employees (almost of them 31 200 - postmen, 11 000 - postal service providers);
- in 2017, 186.5 million units of written correspondence, 21.1 million parcels , 2.9 million items with declared value were sent, 10.3 million transfers and 68.2 million pensions and other types of cash assistance were paid;
- direct mail delivery is carried out to 14 million subscriber boxes ;
- in 2017, about 3,500 titles of periodicals of Ukraine and about 2,000 foreign titles were distributed by subscription and retail ;
- for the same year, about 23,000 tons of periodicals were transported around 000 tons of periodicals ;
- annually in millions of copies standard postage stamps, about 50 subjects of artistic postage stamps and blocks, 140 subjects of artistic marked envelopes and stories of unmarked products are published.
The branches of the enterprise (regional, city and specialized directorates) ensure the performance of this work.
In total, Ukrposhta offers consumers about 50 types of services.
History
On February 2, 1994, on the basis of a decision of the Cabinet of Ministers of Ukraine , Ukrposhta and Ukrelectrosvyaz associations were created, which were subordinate to the then Ministry of Communications of Ukraine. The structure of Ukrposhta included 26 post offices , 54 city and 483 district postal service centers, 11,875 rural offices, 98 mobile offices, 204 postal services.
In 1999, the Ukrposhta postal service association was transformed into a unitary enterprise - the Ukrainian state postal service company Ukrposhta. In the same year, a new postal indexation system of Ukraine was introduced.
By order of the Minister of Infrastructure of Ukraine of February 16, 2017, from March 1 of the same year, the state-owned company Ukrposhta was reorganized into a public joint-stock company.
2014 Impact
The events of 2014 narrowed the field of geographical activity of the company: in April of this year, Ukrposhta ceased its activities in the Crimea and Sevastopol [2] , and in December left the territories of unrecognized DPR and LPR . On the basis of its infrastructure in these regions, the “ Post of Crimea ” (from April 21), the “ Post of Donbass ” (from December 2) [3], and the “ Post of LPR ” [4] arose. For reference, as of the beginning of 2014, Ukrposhta had 553 post offices and 221 units of vehicles for transporting mail to the Crimea. The directorates of Ukrposhta on the peninsula involved about 4.7 thousand people, or about 5% of its workforce.
Beginning March 27, 2014, mail sent by the Ukrposhta UGPS from the mainland of Ukraine will not be accepted by the postal service of the Crimea and Sevastopol and will be returned [5] . Under these circumstances, the Ukrposhta State Post Office does not have the ability to forward mail to the Crimea peninsula . Given the current situation, Ukrposhta suspended the reception of mail in the Crimea.

Ukrposhta does not take into account the bulk weight of parcels, but only the physical one [6] [7] [8] .
Scope of Services
Ukrposhta in 2009 received total revenues in the amount of 4.7 billion UAH., Of which 2.5 billion UAH. - from communication services, which is 25% higher than in 2008. Ukrposhta net profit amounted to 30.3 million UAH.
During 2009, over 100 postal facilities were overhauled, 95 mobile postal offices were opened that serve 580 settlements, 450 postal facilities were connected to the enterprise’s communication network, 98 new jobs were organized to provide electronic voucher sales and account replenishment subscribers of mobile (mobile) communications, 145 new workplaces are connected to AS Electronic Transfer
In 2016, Ukrposhta forwarded more than 700 million units of international mail. At the beginning of 2017, financial services accounted for 46% of Ukrposhta’s total revenue, which makes it the leader in Ukraine in delivering pensions and receiving payments. At the same time, the company annually loses a significant portion of retired clients due to the fact that, unlike banks, it works only with cash [9] .
During 2016, Ukrposhta’s revenue growth was observed: by 31% for delivering parcels, 33.6% for trade, 36.4% for international deliveries, 17.1% for accepting payments [10] . In June 2017, Ukrposhta management announced large-scale plans for entering the delivery segment in electronic commerce. Ukrposhta has the most developed infrastructure in Ukraine and lower tariffs than other postal operators, which allows it to compete successfully with private postal operators, even despite the lower delivery speed, remaining the leader in delivery and e-commerce along with Novaya Pochta in Ukraine [11] .
