Mukashev, Salamat Mukashevich

Descends from the Esentemir clan ^{[1] of} the Bayula tribe. Salamat Mukashev’s career began in 1942 , when he began to work as an operator for underground repair of oil wells ^[2] .

A member of the CPSU since 1950, he received his higher education in absentia at the Moscow Higher School of the Trade Union of the All-Union Central Council of Trade Unions in 1955, specializing in labor economics and at the Moscow Higher Party School of the Central Committee of the CPSU in 1974.

In 1941, in connection with the war, interrupts his studies at a secondary school and enters the Dossor school of the Federal Law College No. 16 of the Ministry of the Oil Industry, after which he works as a mechanic for underground repair of oil wells at the Makat oil field.

In 1944 he entered the Guryev (Atyrau) oil technical school, after his graduation in 1947 he worked in Makat as a specialty.

In 1948, he was elected Dossor oil committee of the Central Committee of the Komsomol of the Komsomol and simultaneously acts as deputy chairman of the trade union committee on a voluntary basis.

In 1949 he was sent to Kharkov to study at the trade union school of the All-Union Central Council of Trade Unions.

From 1951 to 1961 he worked in Guryev (Atyrau): instructor of the Republican Committee of Oil Trade Unions, instructor of the industrial and transport department of the regional party committee, secretary, then chairman of the regional council of trade unions.

From 1961 to 1970 - the first secretary of the Embinsky (Zhyloisky) district party committee.

From 1970 to 1977 - the first secretary of the Guryevsky (Atyrau region) regional committee of the Communist Party of Kazakhstan.

From 1977 to 1980, the Republican Congress of Trade Unions elected him Chairman of the Kazakh Republican Council of Trade Unions, and the All-Union Congress elected him a member of the Presidium of the All-Union Central Council of Trade Unions.

From 1980 to 1985 - First Secretary of the Mangyshlak (Mangistau Oblast) Regional Committee of the Communist Party of Kazakhstan.

From 1985 to 1988, he was elected Chairman of the Presidium of the Supreme Council of the Kazakh SSR, being simultaneously Deputy Chairman of the Presidium of the Supreme Council of the USSR.

After retiring in 1988, he continued to serve as Chairman of the Republican Society for the Conservation of Nature on a voluntary basis.

For 25 years he was in leading party posts, was a deputy of the Presidium of the Supreme Council of the Kazakh SSR of the 7th and 12th convocations, and also a deputy of the Supreme Council of the USSR of the 8th, 9th, 10th, 11th convocations (1970–1990) from Guryevsky and Sarkandsky, Karaganda and Mangyshlak constituencies, was elected a member of the Bureau of the Central Committee of the Communist Party of Kazakhstan and a candidate member of the Central Committee of the CPSU (1986 -1989), a delegate to the XXIV, XXV, XXVI and XXVII congresses of the CPSU Central Committee.

He is an honorary citizen of the Atyrau and Mangistau regions, the cities of Atyrau and Aktau, as well as the Zhyloi, Makat and Tybkaragan regions, an honorary professor at the Atyrau Institute of Oil and Gas, the author of six books, he compiled and published the Chronicle of the city of Atyrau (1640 - 2000), he also took an active part in the compilation of the Chronicle of the oil industry for 100 years (1899-1999).

Considering the great merits for the benefit of the Motherland, by the decree of the Government of the Republic of Kazakhstan, the Atyrau Polytechnic College, as well as secondary school No. 16 in Aktau, were named after Salamat Mukashev, busts were opened and a museum was opened, the boulevard in Atyrau and street were named after him. in the village Makat, separate platforms have been created in the regional and district museums where materials about the life and work of Salamat Mukashev have been collected.

He was awarded four orders of the Red Banner of Labor, two orders of the Badge of Honor, five medals and two Honorary Diplomas of the Supreme Council of the Republic, three honorary diplomas of the All-Union Central Council of Trade Unions, and the Order of Kurmet of the Republic of Kazakhstan. He was awarded five gold and four silver medals of the Exhibition of Achievements of the National Economy (VDNH) of the USSR for the production successes of the regions and districts under his leadership.
