Lip clerk - a position in the Moscow state .
The name labial , according to Tatishchev , comes from the word to destroy , destruction . According to N. M. Karamzin , the word lip in ancient German law meant a manor, and in Russian - a volost or department [1] .
The clerk was in charge of the writing and clerical work of the lab house . He was chosen by all the people of the county prior to the Code of Tsar Alexei , who legitimized the election of some courier people.
Lip clerks, as well as lip kissers, let out on the lips only after the oath and were subject to jurisdiction, along with the elders, exclusively to the Robbery’s order . Usually one clerk got out on the hut; sometimes several clerks or clerks appeared in the hut, especially in those cases when detectives were sent to the lip from Moscow .
In 1669, detectives were introduced everywhere instead of labial elders with labial kissers; but the clerks of the lips survived, began to be sworn in by detectives, and in 1679 they were transferred to congresses and order houses. For clerical failures and abuses of labial elders with labial kissers, labial clerks did not answer.
