Biography
Born in a peasant Uzbek family. Member of the CPSU (b) since 1948.
- Since 1943 - head of the department of the district committee of the Komsomol of Uzbekistan.
- In 1944 - 1949 - student, in 1949 - 1952 - Postgraduate student at the Uzbek Agricultural Institute. V.V. Kuibyshev; simultaneously in 1949 - 1950 - The released secretary of the Komsomol committee.
- Since 1952 - assistant, associate professor of the Uzbek Agricultural Institute; simultaneously in 1952 - 1954 - Secretary of the Party Bureau of the Party Organization of the Institute.

- 1954 - 1955 - Assistant Secretary of the Central Committee of the Communist Party of Uzbekistan .
- 1955 - Deputy Chairman of the Bukhara Oblast Executive Committee.
- 1955 - 1957 - Secretary of the Bukhara regional committee of the Communist Party of Uzbekistan.
- 1957 - 1959 - Head of the agricultural department of the Central Committee of the Communist Party of Uzbekistan.
- 1959 - 1960 - Second Secretary of the Bukhara Regional Committee of the Communist Party of Uzbekistan.
- 1960 - 1961 - Deputy Chairman of the Council of Ministers of the Uzbek SSR.
- 1961 - 1962 - First Secretary of the Surkhandarya Regional Committee of the Communist Party of Uzbekistan.
- 1962 - 1965 - Secretary of the Central Committee of the Communist Party of Uzbekistan.
- 1965 - 1970 - Minister of Agriculture of the Uzbek SSR.
- 1970 - 1971 - First Secretary of the Syrdarya Regional Committee of the Communist Party of Uzbekistan.
From February 25, 1971 to November 19, 1984 - Chairman of the Council of Ministers of the Uzbek SSR.

Member of the Central Committee of the CPSU (1971-1986). Candidate member of the Central Committee of the CPSU (1961-1966). The delegate of the XXIV (1971), XXV (1976) and XXVI (1981) congresses of the CPSU. Member of the Bureau of the Central Committee of the Communist Party of Uzbekistan. July 27, 1986 expelled from the Communist Party.
Member of the Supreme Soviet of the USSR 6, 9-11 convocations (1962-1966, 1974-1986).
Cotton business
In the era of " perestroika " he was prosecuted for the "cotton case" on charges of receiving bribes during his work as Chairman of the Council of Ministers of the Uzbek SSR:
- February 23, 1987 - arrested.
- September 6, 1989 - sentenced by the judicial collegium for criminal cases of the first instance of the Supreme Court of the USSR to 9 years in prison (under Art. 152, part 2 and article 153, part 1 of the Criminal Code of the Uzbek SSR ) with the sentence being served in a forced labor colony enhanced regime with confiscation of property and with the deprivation of the right to occupy posts related to the performance of organizational and administrative or administrative functions for a period of five years.
- In March 1991, by the decision of the Khamzinsky district people's court of Tashkent, he was released from custody.
Rewards
He was awarded three orders of Lenin , the Order of the October Revolution , two orders of the Red Banner of Labor .
By a decree of the Presidium of the Supreme Soviet of the USSR of January 17, 1990, he was deprived of all state awards.
After Uzbekistan gained independence by decree of President Islam Karimov , all awards were returned.
