The son of Baron Wilhelm Wrangel ( German: Bernhard Wilhelm von Wrangel ; 1747 - 1845 ; from the house of Lüdenhof ) and Baroness Barbara Wrangel ( German: Hedwig Barbara Elisabeth von Wrangell ; 1758 - 1838 ; from the house of Lagen [1] ). Sibling of Admiral Vasily Vasilievich Wrangel and Major General Alexander Vasilievich Wrangel , as well as a second cousin of Yegor Ermolaevich Wrangel ( 1803 - 1868 ; grandfather P.N. Wrangel ).
After graduating from a course at the University of Dorpat , he continued his studies at the University of Wittenberg and Heidelberg , and served in 1804 as secretary of the Dorpat county of Livonia province . Then he entered the service of the Law Drafting Commission under M. M. Speransky .
He was enlisted on December 16, 1809 as an adjunct in law at Kazan University , as an assistant to Professor I. Ye. Neumann; March 23, 1811 became an extraordinary professor there, and March 27, 1815 - an ordinary professor. In 1819, on August 5, Wrangel, who was elected two months earlier (June 2) as the dean of the moral and political department, following the results of the audit, was dismissed from Kazan University for abuse of service discovered by a member of the Main Board of the schools M. L. Magnitsky [2 ] .
Having moved to the capital, he began to give lectures at the Tsarskoye Selo Lyceum (1820-1837) and the Noble Guesthouse at St. Petersburg University. Since 1832 - professor at the Main Pedagogical Institute , in 1836-1841 - at St. Petersburg University . At the opening in 1835 of the Imperial School of Law, he was appointed its inspector and teacher of the sovereign heir (future Alexander II ).
He was buried at Volkovsky Lutheran cemetery (grave lost).

Wife, from 10.15.1811 - Praskovya Ilyinichna (1794-1858), daughter of Professor Ilya Fedorovich Yakovkin . Their kids:
