The territory of Morocco consists of 75 administrative units of the second level: 13 prefectures and 62 provinces . They are united in 12 regions , which are administrative units of the first level. Each prefecture and province is divided into Arondismans (only in the prefectures of some metro areas ), communes or urban communes in other urban areas and rural communes in rural areas (administrative units of the fourth level). One prefecture ( Casablanca ) is also divided into prefectures of Arondismans , occupying an intermediate position of administrative division between prefectures and Arondismans. In the same way, rural communes are united in areas .

Western Sahara
The so-called southern provinces of Morocco - Gulimin-Es-Smara (6), El-Aayun-Bujdur-Segiet-el-Hamra (7) and Wadi al-Dahab al-Kuwira (11) - include the territory of occupied Western Sahara, whose affiliation is disputed by Morocco and the Polisario Front , which advocates for the independence of Western Sahara within the framework of the Sahara Arab Democratic Republic , but currently controls areas only east of the Moroccan Wall .
