Biography
From the Moldavian noble family . Born July 24 ( August 5 ), 1821 [4] (or July 25 ( August 6 ) 1821 [5] ) in the Borovinsky distillery in the Vyshnevolotsky district of the Tver province in the family of a large landowner and sugar maker Aggei Vasilievich Abaz (12.16.1782-21.03. 1852 [5] ).
In 1839 he graduated from the Faculty of Law of the Imperial University of St. Petersburg . From December 13, 1839 - in military service: in the equestrian pioneer squadron and the Life Guards hussar regiment ; participated in the hostilities in the Caucasus (1843, was awarded the Order of St. Vladimir of the 4th art. with a bow), but on July 17, 1847, resigned as a major.
In 1847-1857 he lived on his estate, engaged in agriculture and the study of financial law.
In 1857 he entered the civil service with the rank of college assessor. He joined the enlightened circle, which was grouped around the Grand Duchess Elena Pavlovna and was one of the defenders of the reforms of the 1860s. He was also a member of the “ liberal bureaucrats ” group.
In 1865-1868 he was a member of the Council of the Minister of Finance, was a member of the first council of the Main Society of Russian Railways (he took an active part in the construction of the Kharkov-Kremenchug railway); was awarded the Order of St. Stanislav 1st Art. (1865) and St. Anne 1st Art. (1868), as well as the Order of Adolf Nassau of the Commander's Cross of the 1st Art. with a star.
Since 1871 he was a member of the State Council of the Russian Empire . In 1871-1874 he was the state controller , and in 1874-1880 - the chairman of the department of economy of the State Council; May 25, 1879 he was appointed a member of the Supreme Criminal Court , established over the revolutionary A.K. Solovyov , who attempted to assassinate Emperor Alexander II .
In 1872 he received the Order of St. Vladimir , 2nd century; in 1876 - the Order of the White Eagle ; in 1878 - the Order of St. Alexander Nevsky (in 1883 - diamond signs for the order); in 1880 - Order of St. Vladimir, 1st art.
In October 1880 - May 1881, the Minister of Finance of Russia, was the initiator of the abolition of salt excise tax , the redemption of private railways; carried out an increase in customs duties. Together with M.T. Loris-Melikov and Nikolai Khristianovich Bunge, he developed a program of social and economic transformations in the areas of taxation, money circulation, railway construction, and financial management. He actively supported the draft constitution of Loris-Melikov .
He resigned after the manifesto on the inviolability of autocracy , given by the new emperor Alexander III ; Dismissed on May 6, 1881 [6] .
In 1884-1892, again - chairman of the department of economy of the state council. In 1890-1892 - Chairman of the Finance Committee.
In 1876 he was elected an honorary member of the St. Petersburg Academy of Sciences . In 1881 he became an honorary member of the Moscow Society of Naturalists . In 1889 he was awarded the Order of St. Apostle Andrew the First-Called .
He was bestowed with the court ranks "in the position of master of ceremonies" (1857), chamberlain (1859) and "in the position of clerk of the master" (1861); ranks of the State Councilor (1863), Gofmeister and Privy Councilor (1867), Real Privy Councilor (1874).
In 1892, using confidential information , he conducted a stock exchange operation to depreciate the ruble, earning about 1 million rubles; after the publication of the case, he was forced to resign. March 10, 1893 was dismissed from all posts on indefinite leave, leaving a member of the State Council [1] .
He occupied a mansion on the Fontanka embankment, 23 .
He died in Nice on January 24 ( February 5 ), 1895 . He was buried at the Tikhvin cemetery of the Alexander Nevsky Lavra in St. Petersburg (the tombstone was lost ).
Family
Married twice. The first wife of Alexandra Dmitrievna Benardaki (1832-22.04.1856), died of consumption in Berlin, was buried in St. Petersburg. Their daughter Praskovya (04.04.1852; Naples — 1928), the maid of honor of the court, was married (from 12.01.1876, Paris) to Prince Lev Pavlovich Urusov . His descendants live in St. Petersburg.
The second wife, Yulia Fyodorovna Stubbe (1830-1915), about her, Prince S. M. Volkonsky recalled: “There was a figure that did not repeat itself ... The living room of Yulia Fyodorovna Abaza was for many years the musical center in St. Petersburg ... She was very straightforward in her reviews, she was strict in musical and artistic appreciation. Artists cherished her opinion. " F.I. Tyutchev dedicated his poem to her.
