Biography
Since the late 1870s - in the diplomatic service. In 1907 - 1914 - German ambassador to Russia. He tried to prevent the rapprochement between Russia and France and Great Britain. In 1911 he signed the so-called. Potsdam Agreement .
July 19 (August 1), 1914, handed the Russian Minister of Foreign Affairs S. D. Sazonov a note on Germany declaring war on Russia [1] . According to the memoirs, having done this, Purtales “went to the window and cried” [2] .
