Biography
In 1925 he graduated from Odessa Polytechnic Institute . In 1926-1928 he worked as an engineer at a metallurgical plant in Makeevka [1] . From there he directed scientific work to TsAGI . Director of TsAGI S. A. Chaplygin , having familiarized himself with the work, immediately called its author to Moscow.
From 1928 to 1942 he worked at TsAGI, was engaged in research on the aerodynamics of blade machines, and headed the power plant department. Simultaneously with B. S. Stechkin, he proposed a method for controlling a centrifugal supercharger using rotary blades at the entrance to the impeller - the so-called " Polikovsky-Stechkin blades ". This method has found its application on engines of the AM-34 family. From October 1941 to February 1942 he was the head of the TsAGI Novosibirsk branch.

On April 20, 1942 he was appointed head of the Central Institute of Aviation Motors (TsIAM), which he headed until 1947 , and at the same time as head of the 8th Main Directorate of the People’s Commissariat for Aviation Industry . The Institute, under the direction of V.I. Polikovsky, carried out scientific and technical management of all work on aircraft engines, and also provided direct assistance to the front. V.I. Polikovsky made a great contribution to solving problems that did not allow the La-5 fighter to reach the speed declared by the Design Bureau, as well as to solving problems associated with the operation of the Il-2 attack aircraft .
Immediately after the end of the war V.I. Polikovsky was sent to Germany , where he was involved in expert assessment of the German aviation industry . Since 1946, he headed the work on re-equipping aviation with jet engines instead of piston engines, and collaborated with many design bureaus and laboratories.
In 1947, V. I. Polikovsky was relieved of his duties as head of TsIAM [2] . He switched to teaching at the Moscow Aviation Institute . He organized and headed the department of propulsion systems, after its closure he was a professor in the department of aircraft engine design.
In the mid-1950s, he held the position of deputy A.S. Yakovlev for power plants in his design bureau and took part in the creation of the front-line bomber Yak-28 .
He is the author of scientific works, including the book “Aircraft Power Plants”, translated into a number of foreign languages, as well as books on the use of computers in engineering calculations. Doctor of Technical Sciences (1940). Professor.
