Migrant workers (with it. - “invited workers”) in Russia - foreign labor migrants , mainly engaged in physical labor , working in the territory of the Russian Federation - Russia .
According to official data for 2014, Russia ranks first in Europe and second in the world after the US in the number of guest workers [2] . According to the Federal State Statistics Service , the majority of migrants are immigrants from the CIS countries [1] . Up to 2 million foreign citizens annually arrive in Moscow for the purpose of employment, of which 300-400 thousand are officially employed [3] [4] . According to HSE , in 2013 the number of legal and illegal migrant workers in Russia was about 7,000,000 people [5] , according to estimates by the FMS of Russia - 4.5 million [6] , over 83% of whom are citizens from CIS countries with visa-free order of entry into Russia [7] .
The illegal nature of a significant part of migrant workers leads to a large number of crimes against migrants: many migrants are held in the status of statutory slavery, often do not pay money for work done, and law enforcement agencies extort bribes from them [8] . At the same time, in 2013, immigrants from the Caucasus , the Caucasus and Central Asia committed 17.1% of all crimes in Moscow, of which 73% of the total number were committed by citizens of Central Asia, among whom are residents of Uzbekistan and Tajikistan with 45.6% ethnic crimes ( and mostly we are talking about serious crimes such as robbery, murder and rape). The share of residents of Vietnam , India and China accounts for 1% of crimes mainly economic in nature. Specifically for rape: 75% of the total number of visitors are not from the Moscow region, of which 90% are from Central Asia - Tajikistan , Uzbekistan and Kyrgyzstan [9] .
According to the research of the Moskovsky Komsomol correspondent Oleg Adamovich, employers do not specifically hire Russian citizens to take advantage of cheap labor of migrants [10] . By the beginning of the XXI century, migrant workers turned into a serious socio-economic factor: on the one hand, they saturate the market of low-paid and low-skilled labor, on the other hand, according to a number of experts , contribute to the outflow of money from Russia [11] , occupy the jobs of Russian citizens [12] , worsen the criminal situation [13] [14] and inter-ethnic tensions.
According to the World Bank's estimates for 2012, in Tajikistan, remittances from migrants working in Russia accounted for 48% of GDP (the highest in the world) [15] . Since 2014, the majority of migrant workers in Russia are citizens of Ukraine [16] , while since 2014 Ukraine has banned the entry of citizens of Russia (men of working age) into its territory [17] .
Populist slogans of the fight against migrant workers are actively used by both radical nationalist organizations, for example, the DPNI [18] , and the youth wing of the ruling party United Russia [19] , the youth movement “ Local ” [20] .
Background
Already in the 1960-1970s. The migration of excess labor began from Central Asia to the Russian regions [21] . In the 70s and 80s of the 20th century, Vietnamese citizens were en masse to work on a conveyor belt at the Moscow AZLK and ZIL plants [22] [23] . Four-year and six-year contracts were concluded with migrants, which could not be terminated at the initiative of those hired. The Vietnamese worked well, almost did not drink alcohol and bought up Soviet consumer goods that were not in demand from the local population, for example, huge aluminum pans. After the collapse of the USSR and the subsequent bankruptcy of factories, some of the workers dispersed across the CIS and worked illegally [24] .
However, at that time no one called them “migrant workers”. The slang word "migrant workers" appeared much later.
According to media reports , in 2008 there were more than 15 million illegal labor migrants in the country, of whom about 15,000 were expelled from the country [25] .
In the Moscow region, according to the FMS Department, in 2008, 148,200 migrant workers from more than 70 countries of the world officially worked.
Among migrant workers, groups are formed (often at the place of departure of migrants), representatives of which, as a rule, perform certain types of work. This is also due to the different industrial development of the former Soviet republics, the average level of education and qualifications of their citizens, and their knowledge of the Russian language. At the lowest level - people engaged in heavy unskilled physical labor, such as digging holes, digging trenches, handling works, garbage collection.
More skilled workers, such as dressers, painters, plasterers, bricklayers, tilers, plumbers. The most comparatively highly paid migrant workers are electricians and welders.
According to the director of the Center for Ethnopolitical and Regional Studies, Vladimir Mukomel, the work done by migrants is usually dirty and hard and low paid [26] .
Often migrant workers who came to work, are the only breadwinners of their families left in their homeland, where the average salary is several times lower than in Russia. At the same time, vacancies that were ready to be occupied by migrants, before the crisis of 2008, often did not arouse interest from local residents due to difficult working conditions and low wages [27] .
According to the well-known political scientist, Andrei Savelyev , employers and officials themselves contribute to the influx of guest workers, in order to keep wages low and to obtain additional unrecorded profits, due to non-payment of tax and insurance deductions from guest workers' wages in shadow employment . This leads to the loss of work by local experts [28] .
The chairman of the State Duma Committee on Security and Anti-Corruption, Irina Yarovaya, in 2014 indicated that there can be up to 100,000 migrants with dangerous infectious diseases in Russia [29] .
Current State
In 2013, the number of legal and illegal guest workers in Russia was, according to various estimates, from 4.5 to 7 million people [5] [6] .
As of July 2014, there were 11.4 million foreign citizens and stateless persons in the Russian Federation at a time. Of these, according to the Prosecutor General’s Office, only 1.5 million [2] legally worked, and 2.9 million illegally [30] .
At the end of 2014, the quota system for visa-free foreign labor migrants in Russia was abolished and a system for buying labor patents by labor migrants [31] [32] , as well as passing mandatory Russian language proficiency tests, was introduced.
According to the “FMS of Russia”, in January 2015, there were 10.9 million foreign migrants in Russia [33] , only 1.8 million were purchased by patents for the entire 2015. In 2015, 113 thousand were expelled and deported people received the citizenship of the Russian Federation 209 thousand people [34] [35] . The majority of migrants are citizens of working age in the countries of the former USSR, including: Ukraine (2.6 million people), Uzbekistan (2.3 million people), Tajikistan (1.1 million people). [36] All of these countries of origin (Ukraine, Uzbekistan, Tajikistan) have agreements with Russia on visa-free travels of citizens.
As of 2013, about 350 thousand Tajiks (1/6 of those who arrived) received Russian citizenship or residence permit [37] .
Migrant workers - citizens of the EAEU member states ( Belarus , Armenia , Kyrgyzstan , Kazakhstan ) - do not need to buy a patent for work in the Russian Federation, they are equal in labor rights with citizens of the Russian Federation [38] [39] .
“ Our information system shows that there are currently almost 3 million foreign citizens illegally in the territory of the Russian Federation, significantly exceeding the legal term of stay - 90 days ,” said the head of the FMS of Russia, K. Romodanovsky , in an interview with Interfax on January 11, 2015 [ 40] Only illegal migrants from Moldova in Russia in 2017, according to some estimates, there were about 250,000 [41] .
In 2015, there was a tendency to reduce the number of labor migrants in Russia [42] [43] [44] .
Migrants from Ukraine
According to the Federal Migration Service of Russia in Moscow, as of November 2015, about 2.6 million citizens of Ukraine were in the territory of the Russian Federation, of which more than 1 million were from Donbass [45] . The FMS of Russia said that from November 1, 2015, citizens of Ukraine, like other migrants from visa-free countries, can now stay in Russia without authorization documents for 90 days within 180 days. Previously, it was enough for the citizens of Ukraine to leave Russia for a day and return, after which they could legally remain in the Russian Federation for 90 days [46] . Since April 17, 2014, Ukraine has banned the entry of Russians - men of working age onto their territory [17] .
By some [ how? ] data, guest workers from Ukraine annually send over $ 2 billion of remittances from the Russian Federation to Ukraine, in total providing over 11% of Ukraine’s GDP [47] .
The contribution of migrant workers to the economy of Russia and their countries
The labor of foreign migrants, according to Vladimir Volokh, a professor at the State University of Management , allegedly provides 7-8% of Russia's GDP [49] . The number of legal and illegal labor migrants (7 million [5] ) is about 10% of the labor force in Russia (~ 77 million people) [50] . Since the majority of migrants work in shadow employment (in 2015, only 1.8 million patents for work were issued to 10.9 million migrants [34] [35] ), their work is several times less productive than the work of citizens in official employment [51] .
Since the majority of migrants work in shadow employment, a significant part of tax deductions from the results of their labor and wages does not go to the state budget, remaining hidden profits of their employers. According to the head of the Federal Migration Service of the Russian Federation, Konstantin Romodanovsky , in 2006 the economic damage caused to Russia by illegal foreign labor migration in the form of tax evasion amounted to more than $ 8 billion. Every year, migrants from the CIS countries take more than $ 10 billion from Russia. United States [11] .
According to the alternative point of view, the assessment of the contribution of migrants to the economy of the Russian Federation is carried out without taking into account the negative (purely economic) consequences of the use of their labor. Thus, according to estimates [52] , due to the use of foreign labor by entrepreneurs, additional funds are spent:
- the deportation of 55 thousand illegal migrants (in 2016) spent 3 billion rubles;
- the content of one prisoner costs 469 thousand rubles per year; in 2017, in prisons of the Russian Federation, there were serving sentences of 29 thousand migrants; expenses ~ 14 billion rubles;
- maintenance of 80 migration centers costs ~ 16 billion rubles per year (200 million per center);
- there are additional costs for the education of migrant children (25 thousand schoolchildren in Moscow alone — 3 billion rubles); to medical care (childbirth free), etc.

Labor migrants in Moscow, Moscow Region and St. Petersburg
Size and national composition
According to 2002 data , among 52,500 foreigners received permission to live and work in Moscow, among them about 16,000 people are Chinese, 11,000 people are Vietnamese. Moreover, for each officially registered migrant there were ten illegal ones [22] .
In August 2007, Deputy Mayor of Moscow Valery Vinogradov proposed building special hotels for guest workers in one of the industrial zones of the capital [53] . The first of them in the same year was built from modular units made in Austria [54] .
In 2008, the city authorities planned to introduce a single “guest card” for migrant workers containing a microchip. On it was supposed to make information about registration, passing a medical examination. With its help it was supposed to control the type of activity of labor migrants [55] .
According to the head of the Moscow Department of Labor and Employment, Oleg Netrebsky, in the first two months of 2009, 190,000 foreign citizens arrived in Moscow for various purposes, 32,000 of whom are employed. At the same time, the number of registered foreigners is 17% more than in the same period of the previous year. According to Netrebsky, a number of Moscow employers are seeking to replace their employees with guest workers. He gives an example of one of the enterprises where 300 people were fired and an application was submitted for the same number of migrants. For 2009, the city authorities requested a quota for attracting 250,000 foreign workers [26] .
According to data provided by the head of the Federal Migration Service in Moscow, Fyodor Karpovets, in April 2009 the number of migrant workers visiting decreases with each month: in early January, the entry was from 65,000-70,000 people a week, by April this number decreased to 44,000. At the same time, only 60 percent of those who arrived arrived [56] .
The number of foreigners who came to work in the private construction business, for example, for the construction of suburban private houses, cottages and apartment renovation, in most cases did not fall into the official quota. According to Vladimir Mukomel, Doctor of Sociology, Head of the Sector of the Institute of Sociology of the Russian Academy of Sciences :
“... The fact is that quotas do not regulate anything. Migrants come in addition to quotas and get a job. For them, this is not a problem. But as a result of the fact that they cannot be legalized, they work illegally. Quotas, in fact, perform two main functions - they drive migrants into the shadows and contribute to colossal corruption ... ” [57]
By the middle of 2013, according to the FMS , the number of labor migrants in Moscow reached 800 thousand [58] , but according to independent experts, their number is much higher, up to 2 million people [28] [59] .
The so-called "janitors' guild" working in the housing and communal services of Moscow in 2013 consisted almost entirely of immigrants from Central Asia, writes " AIF " [37] .

Current State
As of the beginning of 2014, about 1 million migrant workers worked illegally in Moscow, about 400 thousand legally. This was stated by the head of the FMS of Russia for Moscow, Olga Kirillova, on the TV channel “ Moscow 24 ” [4] .
At the end of 2014, the quota system for visa-free labor migrants in Russia was abolished and a system for buying labor patents by labor migrants was introduced (cost in Moscow is 4,000 rubles / month) [31] [61] , as well as passing mandatory Russian language proficiency tests and the history of Russia. In 2015, traders in counterfeit labor patents and certificates for passing the Russian language exam were already detained in Moscow [62] .
The high cost of patents and low salaries in 2015 again force migrants to go into the “shadow” , according to the TV channel “360 Moscow Region ” [63] . According to the FMS of Russia in the Moscow region, in 2015, from 200 to 500 thousand migrant workers illegally work in the Moscow region [64] .
In connection with the difficulty of establishing the true number of guest workers in Moscow, their national composition also has to be judged by various expert estimates and indirect data. Thus, according to the 2010 census , Russians make up 91.65% of all people who indicated their nationality [65] , while according to estimates by various media and scholars, this percentage can take on values from 31% (some "sealed sources in power structures" ) [66] to 92% (official census values [65] ) [67] [68] [69] .
Characteristics of migrants
Labor migrants are diverse not only by ethnic composition, but also by social, cultural and economic aspects [70] . So, for example, every second labor migrant from Armenia lives in a rented apartment, every fourth - in a hostel or with friends and relatives [71] ; every fourth foreign student of Russian universities - a native of Kazakhstan, the situation is widespread when Kazakhs, having received a higher education, remain to work in Russia [72] ; 20% of migrants from Central Asia do not know Russian well or do not know it at all [73] . Due to the significant heterogeneity of migration flows, researchers identify significantly different patterns of migrant behavior, varying from one sending country to another [74] .
Unemployment, shadow employment and competition for jobs
According to Channel One , in Moscow and the Moscow region, in large cities of Russia, employers find it more profitable to hire migrants for specialty jobs that do not require high qualifications, as migrants agree to lower wages, worse conditions and work without a labor contract. This increases the overall poverty of the population, due to the concomitant reduction in wages, rising unemployment and the forced transition of migrant workers and local workers to shadow employment [12] . [28]
The considerations of Russian employers are as follows, writes the Regnum news agency in 2015 [75] :
Hiring illegal is profitable. He does not need to pay sick leave, vacation. Illegal will not demand higher salaries and bonus payments. Illegal generally can not pay, and he will not go anywhere to complain. Well, such a trifle as safety, in such cases is not considered at all. |
The Director of the Institute for the Problems of Globalization, Mikhail Delyagin , agrees with this, in his interview with Komsomolskaya Pravda [59] :
Our bureaucracy is positive about migration, even illegal. After all, where do all these cries come from, that crime has no nationality, that a migrant is always hardworking, and the Russian is necessarily lazy? So say not only liberals who believe in all this. This is a basic setting, based on the fact that the official needs a slave. He does not need a free man who thinks he has any rights ... |
Life and working conditions
According to media reports , foreign laborers, for example, guest workers-janitors, have to give up a significant portion of their salaries to their leaders or owners and live in settled houses destined for demolition, basements, garages and change houses [12] [59] , to pay bribe to law enforcement agencies [ 76] .
According to animal protection organizations, in 2007, cases of stalking of homeless dogs by migrant workers to eat were frequent in the city, in particular, zoozaschitniki received collective letters from residents who complained that the workers of the Moscow Plaza company caught homeless dogs and then severely tortured, as well as to a certain Korean company whose employees catch stray animals for later consumption [77] .
There are frequent cases of abandoning the children of migrant women, for example, in the Lyubertsy Maternity Hospital, one hundred percent of migrant women refuse their newborn babies [78] .
In 2011, employees of the Federal Migration Service for the city of Moscow, covered in the "underground city" of illegal migrant workers in one of the bomb shelters. 110 illegal immigrants were detained, most of them were deported to their homeland, and for the rest of the Ministry of Internal Affairs officers are being checked to identify their involvement in criminal offenses [79] .
Lawns around the consulate of Tajikistan in the Arbat region, local residents are forced to sidestep. Hundreds of citizens of Tajikistan come here every day for inquiries, while there is not even a toilet in the consulate [37] .
Street labor exchanges
In 2012, illegal migrant exchanges operated in the Moscow metro at Komsomolskaya and Dobryninskaya stations [80] . In 2013, the Moscow region police closed the illegal migrants labor exchange office operating in the Moscow region [81] .
Crime
According to data for 2012 , which are provided by the Official Website of the Ministry of Internal Affairs, “in January-December 2012, 2,302,200 crimes were registered in Russia. 42,700 crimes were committed by foreign citizens and stateless persons on the territory of Russia, which is 5.1% less than in January-December 2011 ”.

Representatives of the Prosecutor General’s Office and the Federal Migration Service of Russia believe that “against the background of more than a million crimes committed in Russia, more than 50 thousand people committed by foreign citizens look frivolous, even to say nothing” [92] .
However, according to the Investigative Committee , “in the first half of 2011, every seventh murder and almost half of the rapes in Moscow were committed by illegal migrants” [93] .
Foreign workers in Russia themselves often become victims of violent crimes [94] [95] [96] [97] . At the same time, according to independent experts, for example, Mikhail Delyagin , migrant workers commit 3-4 times more crimes than committed against them [59] .
On May 22, 2009, the Chairman of the Investigative Committee of the Russian Federation, Alexander Bastrykin , made harsh statements at an inter-ministerial meeting on combating crime among migrants and improving migration policy, noting that migrant workers are switching to an illegal position, joining groups, creating gangs for attacks and property theft [98] . He also noted the distortion of data in the reports of the FMS on illegal immigration calling them “bravura reports sounding in high cabinets” and reported the following information:
According to the investigative committee, 36,000 foreigners committed 54,000 thousand crimes. Every third crime in Moscow is committed by illegal migrants. But at the same time, FMS officials report almost thousands of illegal immigrants expelled from the country.
“ Komsomolskaya Pravda ”, March 25, 2011, cites the words of the senior investigator-criminalist of the Main Investigation Department of the TFR in Moscow, Lieutenant Colonel of Justice Maxim Malkov [99] :
“Of 372 rapes committed in Moscow in 2010, 130 are accounted for by foreign citizens, in the overwhelming majority of people from the former Soviet republics. Moreover, only 10 percent of them had official permission to work in Russia. ”
As an example, the investigator cited the case of Eldiyar Karabekov, a 28-year-old Kyrgyz citizen, who in just one month committed four attacks on women. He came to Izmailovsky Park, portrayed the athlete runner, looked after the victim and raped. Later, when the police revealed patterns in the criminal's routes and detained him, it turned out that he had neither registration, nor a permanent residence, nor official earnings in the capital [99] .
In March 2013, a 24-year-old serial killer from Uzbekistan was caught in Moscow, attacking women in Bitsevsky Park : he first raped and then killed his victims, including both young women and pensioners [100] .
The so-called “ GTA gang ” liquidated in 2014, consisting of immigrants from Central Asia, was a Wahhabi sect and recruited militants for radical Islamist organizations among guest workers [101] . The recruited fighters, about the orders of the leaders of the gang, in order to prepare, committed the murder of random citizens in Moscow and the Moscow region, more than 16 people became victims of the gang [102] .
According to the deputy head of the Criminal Investigation Department of the Moscow Interior Ministry [103] , the statistics are very different from those in the table above. For example, 75% of rapes are committed by visitors from outside the Moscow region; mainly from Tajikistan, Uzbekistan and Kyrgyzstan (~ 90%).
Only in 1 month, June 2015, the police in Moscow liquidated 39 ethnic gangs. At the same time, 227 active members of the organized criminal group were detained, 65 defendants were detained. 446 searches were conducted, during which 3.5 kg of narcotic drugs and 63 firearms were seized [104] .
On May 14, 2016, a massive brawl broke out between Moscow’s illegal migrant workers from Central Asia and people from the North Caucasus in Moscow’s Khovan cemetery , involving about 200 people who, according to police, did not share the workload. During the massacre, firearms were used, metal fittings, 3 people were killed, 26 were wounded (half with gunshot wounds), 111 were detained. For the detention of the participants in the massacre, additional police forces were pulled together, several streets were blocked [105] [106] [107] .
The children of forced migrants (of non-Slavic nationality) often socialize , forming an ethnic adolescent group, starting to terrorize the entire school. [108] .
Periodic movement of workers to the workplace and home (abroad) is used to import drugs. Thus, according to [109], most of the drug traffickers, with whom a group of enterprising citizens fought, were foreigners.
Terrorism
In October 2015, a Tajik citizen was detained by police in Moscow, who was the leader of one of the cells of the international terrorist organization Hizb ut-Tahrir banned in Russia , operating in the Moscow region. According to operational data, he was engaged in recruitment, propaganda of radical Islam and building an Islamic caliphate on the territory of Russia. During the arrest, he actively resisted [110] .
Теракт в метро Санкт-Петербурга 3 апреля 2017 г. , предположительно совершил мигрант из Киргизии, Акбаржон Джалилов, получивший не так давно российское гражданство. В ходе расследования теракта были задержаны еще несколько мигрантов из Средней Азии, подозревающихся в его подготовке и создании ячейки « ИГИЛ » в Санкт-Петербурге [111] .
Как заявил в апреле 2017 года глава ФСБ , Александр Бортников , трудовые мигранты из стран СНГ составляют костяк террористических группировок на территории РФ [112] .
Приток мигрантов из стран Средней Азии в РФ создаёт среду, в которой действуют ваххабитские структуры ; и Хизб ут-Тахрир аль-Ислами (запрещена в РФ). На современном этапе, они ставят перед собой задачу не столько совершать теракты, сколько проникать в органы власти, силовые структуры ( ФССП ), суды и др. [113] .
Завоз инфекционных заболеваний и паразитов
После распада СССР рост числа беженцев и трудовых мигрантов ухудшил санитарно-гигиеническую ситуацию в России. Произошёл рост заболеваемости полиомиелитом , дифтерией и коклюшем . Увеличение заболеваемости дифтерией сопровождалось высокой летальностью. По сравнению с 1987 г., заболеваемость педикулёзом 1992 г. возросла в 5-6 раз [114] .
Неудовлетворительная санитарно-эпидемиологическая ситуация в ряде стран и регионов РФ, и приток мигрантов из этих мест, сохранили тенденцию завоза инфекционных заболеваний и паразитов . По данным [115] зафиксированы многочисленные случаи завоза малярии , кишечных гельминтов , аскаридоза , дифиллоботриоза , и др. Наибольшее количество заболевших зарегистрировано в Москве, Санкт-Петербурге, Республике Саха (Якутия), Ханты-Мансийском автономном округе, Краснодарском крае. Причём в 1999—2002 в Москве и ряде регионов РФ вся заболеваемость аскаридозом, описторхозом , дифиллоботриозом и трихоцефалезом формировалась за счёт завозных случаев.
Завозные случаи трихоцефалеза выявлены также у ~10 % рабочих, беженцев и переселенцев из стран ближнего зарубежья — Украины, Таджикистана , Азербайджана , Узбекистана и др. У лиц, торгующих на рынках в Москве, и приехавших из стран СНГ и регионов РФ, выявлено ~7 % завозных случаев трихоцефалеза. [115]
Прибытие инвазированных геогельменитами может создать на территории РФ новые очаги гельминтозов .
По данным [116] , неблагополучная эпидемическая обстановка по холере имелась в Казахстане , Узбекистане , Туркменистане и Таджикистане . В 2003 г. в Московской области зарегистрировано свыше 300 случаев заболевания малярией ; завоз осуществлялся носителями-трудовыми мигрантами из стран ближнего зарубежья — Азербайджана и Таджикистана [117] . При этом организация противоэпидемических мероприятий может быть затруднена из-за того, что, например, длительность авиаперелёта как правило превышает длительность инкубационного периода большинства заболеваний; в транспортных средствах система вентиляции может способствовать распространению микроорганизмов среди скопления людей, а на ранней стадии клиническая картина многих болезней схожа.
По данным [118] распространённость туберкулёза среди мигрантов значительно выше, чем среди коренного населения РФ. Это объясняется тем, что в странах, откуда они приехали, туберкулёз встречается часто (а в Узбекистане доля случаев заболевания туберкулезом с множественной лекарственной устойчивостью составляет 23 % всех регистрируемых случаев; причём в северо-западной части страны в 2010—2011 гг. — до 40 % от числа новых случаев, и до 75 % от числа ранее выявленных случаев [119] ); нередко мигранты проживают скученно, и имеют ограниченный доступ к медицинской помощи (~22 % практикует самолечение ; в Москве, Волгограде, Тамбове и Оренбурге 92 % не имели медицинской страховки ). Рассматривая проблему финансирования оказания медицинской помощи мигрантам (включая нелегальных и безработных), авторы отмечают, что сейчас власти в РФ считают необходимым для обеспечения медицинской помощи, выходящей за пределы экстренных ситуаций, использовать приобретение полиса добровольного медицинского страхования. Но он не покрывает расходов на лечение таких заболеваний, как туберкулёз. В 2014 г. 67-я сессия ВОЗ приняла Глобальную стратегию по противодействию туберкулёзу, которая призывает облегчить доступ мигрантам к медицинской помощи вне зависимости от их статуса (то есть, фактически — из бюджета, формируемого за счёт отчислений коренных налогоплательщиков). Авторы статьи предложили обеспечить финансирование лечения мигрантов в РФ за счёт средств межгосударственной системы медицинского страхования, что позволило бы снизить риск распространения инфекционных заболеваний в РФ, и обеспечить лечение мигрантов. Они аргументируют это тем, что многие мигранты выезжают в РФ при поддержке властей страны проживания, и платят там отчисления для содержания (местной) системы здравоохранения. Однако на момент написания статьи такой механизм отсутствовал.
В Санкт-Петербурге были выявлены штаммы туберкулёза, не поддающиеся лечению. Так как в среднеазиатских государствах очень серьёзная ситуация с заболеваемостью туберкулёзом, проблемы приезжают и в РФ вместе с гастарбайтерами. При этом, по данным английских медиков, оказалось что возможности флюорографии по выявлению заболевания ограничены. [120] Не пресекаемая властями торговля медицинскими книжками делает прохождение медосмотров бессмысленной формальностью [121] .
Поскольку в РФ регулярные медосмотры проходят порядка 10 % мигрантов, это повышает риск распространения различных заболеваний: ВИЧ , кори , энцефалита , брюшного тифа , оспы [122] .
В Астрахани в 2015 г. выявлен мигрант из Таджикистана, ранее два раза работавший на строительстве медицинского центра в Химках, больной проказой [123] .
Формирование анклавов и интеграция
В 2007 году председатель совета муфтиев Нафигулла Аширов предложил создать в крупных городах, в частности в Москве специальные этнические микрорайоны с мусульманскими школами, детскими садами и другой инфраструктурой, мотивируя тем, что в таких кварталах у представителей некоренных национальностей, исповедующих ислам , будет меньше риск подвергнуться нападению нацистов и радикальных шовинистов. Однако представители ряда мусульманских общин, например, первый заместитель председателя центрального духовного управления мусульман Альбир Крганов и председатель координационного центра мусульман Кавказа Исмаил Бердиев подвергли резкой критике эту идею [124] . Несогласны с подобными предложениями и представители других конфессий, в частности председатель конгресса еврейских религиозных организаций и объединений Зиновий Коган. В интервью изданию «Газета» он заявил:
Это - тупиковый путь. Россия всегда была богата и сильна тем, что она - веротерпимая страна. И я не вижу причин закрываться. Наоборот, чем больше ты раскрываешься и становишься понятнее другим, тем надёжнее и спокойнее твоё будущее |
[53] .
Руководитель пресс-службы московского патриархата священник Владимир Вигилянский, также не разделяющий идеи создания анклавов для мигрантов, приводит в пример Францию, где в пригородах Парижа и других мегаполисов такая скученность приезжих, не желающих интегрироваться, привела к конфликтам. По его словам, отсутствие устремлений к адаптации приводит к тому, что на этих территориях граждане пытаются жить по своим законам и противопоставляют себя той культуре, в которой живут [53] .
Между тем, учёные Центра по изучению межэтнических отношений Института этнологии и антропологии, Ирина Субботина и Любовь Остапенко, основываясь на результатах переписи 2002 года, наметили очаги возможного формирования этнических анклавов, по районам Москвы [125] :
- Куркино — 24,5 % приезжих;
- Северное Тушино — 24,2 %;
- Южное Тушино — 21,5 %;
- Фили-Давыдково , Раменки и Можайский — от 27,5 до 32,3 %;
- Дорогомилово — 35,1 % (основной процент составляют украинцы);
- Измайлово — 35,9 % (доля китайцев превышает среднемосковские показатели в 56 раз, вьетнамцев — в 35 раз)
- Вешняки — 41,8 % (азербайджанцев в 5 раз больше, чем в среднем по Москве, таджиков — в 6 раз, узбеков — в 12 раз);
Из-за сложности интеграции в местную российскую культуру и общество по различным (религиозным, национальным, социальным, языковым, культурным) причинам, иностранные гастарбайтеры из Средней Азии создают в Москве свою параллельную инфраструктуру (национальные кафе, закусочные, дискотеки, медицинские клиники и т. п.), куда местные жители обычно не заходят. Так, по состоянию на 2015 г., в Москве существует около 80 киргизских клубов-кафе, есть киргизские клубы единоборств, больницы, билетные кассы, агентства недвижимости и т. п. В отличие от американских « Чайна-Таунов », подобные национальные сообщества пока не носят в Москве территориальной локализации, в то же время способствуют общению и объединению в национальных сообществах (землячествах), а также постепенной интеграции гастарбайтеров в городской среде. Социологи из РАНХиГС предлагают задействовать для интеграции мигрантов в российское общество — бывшие районные Дома культуры, ныне почти бездействующие, а также их новый общественный проект — Школу Организаторов местных Сообществ (ШОС) [126] .
Выступления против нелегальных мигрантов
В 2007 году члены молодёжного политико-экологического движения « Местные » проводили совместно с Федеральной миграционной службой рейды по задержанию нелегальных мигрантов в Московской области . 15 сентября они на 20 автомобилях прибыли на строительный рынок на Ярославском шоссе в Перловке с транспарантом «Пора лететь на юг!». В ходе другой подобной акции на рынке в Реутове несколько гастарбайтеров, по данным СМИ , получили телесные повреждения [20] .
В 2008 году члены националистической организации ДПНИ (запрещена в России с 2011 г.) расклеивали в Москве листовки с надписью «Мир, труд, Май. Гастарбайтер — уезжай!», а затем провели демонстрацию под аналогичным лозунгом [127] в которой приняли участие несколько сотен человек [128] [129] [130] .
В сентябре 2013 года, около 30 представителей зарегистрированных общественных групп "Ассоциация «Щит и Меч» г. Москва и «Нарко-стоп», которые борются с торговцами спайсами, пытались ворваться в общежитие мигрантов в Капотне , чтобы задержать там выявленных ими ранее нелегалов, торгующих спайсами. В ход шли дымовые шашки, которыми пытались выкурить забаррикадировавшихся нелегалов, со стороны нелегалов по общественникам был применен травматический пистолет, ранен 1 прохожий. Массовой драки возле общежития мигрантов удалось избежать лишь случайно. На выстрелы прибыли сотрудники полиции, которые задержали около 60 человек с обеих сторон, в том числе стрелявшего и лидеров «Щита Москвы» и «Наркостопа». По итогам расследования, 20 нелегалов, задержанных после драки в общежитии в Москве, были выдворены из страны [131] .

По сообщению от 19 июня 2009 году на сайте «Российской газеты» в Москве по инициативе неназванной группы лиц планировалось установить первый в мире памятник рабочему-эмигранту, предполагалось, что памятник расположится на территории рынка строительных материалов « Каширский двор », откуда традиционно начинается ремонт для многих жителей столицы и Подмосковья [132] .
Узбекским режиссёром Юсупом Разыковым был снят художественный фильм «Гастарбайтер» (2009 г.) , с участием узбекских и российских актеров.
Отношение общества
Как считает ведущий специалист социологического фонда «Общественное мнение» Ирина Шмерлина, в России существуют несколько распространённых представлений об этих людях. В частности, принято считать, что гастарбайтеры — люди несчастные и обездоленные, вынужденные тяжёлым, грязным, непрестижным трудом зарабатывать деньги, чтобы не умереть с голоду; они живут в нечеловеческих условиях — как бомжи; страдают от враждебной, не принимающей их социальной среды, вынуждены терпеть унижения и открыто агрессивное к себе отношение; гастарбайтеры — люди низкого культурного и интеллектуального уровня, что позволяет им переносить тяжёлые условия труда и быта [27] . Из опроса Левада-центр следует, что наиболее отталкивает низкое знание русского языка (из-за этого — затруднённая коммуникация), низкая квалификация рабочих, «неопрятный» внешний вид и открытая демонстрация своей культуры. Низкое владение правилами этикета отметила пятая часть опрошенных, хотя некоторые, наоборот, проголосовали в пользу положительных коммуникативных качеств. Насчёт решения вопроса трудовой миграции и получения мигрантами гражданства мнения россиян сильно различаются [133] .
По данным опроса « Левада-центр », приведенным 05.04.2011 г. на сайте « Радио Свобода », 68 % россиян хотели бы ограничить поток приезжих, и только 24 % выступают за то, чтобы не ставить на пути этого потока административные барьеры и пытаться использовать его на благо России [57] .
По данным соцопроса, проведенного на сайте « АиФ » в 2012 г., 68 % россиян считали, что иностранные мигранты только лишь отнимают работу у россиян и повышают уровень преступности [76] .
По данным опроса от 03.07.2013 г. «Левада-центр», на вопрос «Считают ли они, что присутствие мигрантов в их городе/регионе чрезмерно?» ответили «да» или «скорее да» 69 % граждан России. На вопрос, «согласны ли вы с тем, что ваши родственники и знакомые готовы делать работу, которую сейчас выполняют мигранты?» 57 % граждан России ответили «да» или «скорее да» [133] .
Законодательство о трудовой иммиграции
Суммарный срок временного пребывания иностранного гражданина на территории Российской Федерации, без оформления им патента на работу или без указания обстоятельств, предусмотренных в некоторых случаях законодательством РФ (для беженцев и т. п.), не может превышать 90 дней в течение каждого периода в 180 дней [134] [135] [136] .
В России с 1 января 2015 года вступили в силу поправки в Федеральный закон от 25.07.2002 № 115-ФЗ «О правовом положении иностранных граждан в РФ» [137] , согласно которым получить патент на работу необходимо в течение 30 дней с момента въезда в страну. Нарушение этого срока повлечет за собой отказ в приеме заявления о выдаче патента. Оформляться патенты будут только для тех иностранных граждан, которые указали в миграционной карте в качестве цели приезда в Россию работу. В Москве, например, патент стоит 4000 рублей в месяц [138] . Иностранный гражданин, для получения патента на работу, должен владеть русским языком, знать основы истории России и основы законодательства Российской Федерации, пройти медицинское освидетельствование, купить полис ДМС , встать на миграционный и налоговый учёт [61] .
В случае выявления нарушений при оформлении патента, нарушения сроков пребывания и при нелегальной занятости иностранных граждан устанавливается административная ответственность иностранных граждан и их работодателей (штрафы и административное выдворение) [139] .
Согласно статьи 27 Федерального закона от 15.08.1996 № 114-ФЗ (ред. от 13.07.2015) «О порядке выезда из Российской Федерации и въезда в Российскую Федерацию», вводится дифференцированный запрет на въезд в Россию для иностранных мигрантов-нарушителей [140] :
- нарушение срока законного пребывания (120 суток), — въезд на территорию России будет запрещен в течение 3-х лет, с привлечением к административной ответственности;
- за правонарушения на территории России более 2 раз в течение 3 лет, — запрет въезда до 3-х лет;
- неоднократное в течение 1 года нарушение режима пребывания или порядка осуществления трудовой деятельности на территории России, а также 2 и более раза нарушения общественного порядка, — запрет въезда на 5 лет;
- выдворение иностранного гражданина за пределы России, депортация, либо передача по реадмиссии, — запрет въезда на 5 лет;
- повторное выдворение (депортация или реадмиссия), — запрет въезда до 10 лет,
- с 10.01.2015 — запрет въезда на 10 лет для иностранных граждан или лиц без гражданства, незаконное непрерывное пребывание на территории России у которых составляет больше 1 года.
По состоянию на 11.01.2015 г., въезд в Россию был закрыт для 1,3 млн нарушителей миграционного законодательства.
УФМС по г. Москва информирует, что для выездной проверки разрешений на работу у гастарбайтеров, работающих на стройках Москвы, достаточно лишь звонка на горячую линию миграционной службы. Действительность патента на работу можно также проверить на сайте ФМС [141] .
Трудовым мигрантам — гражданам государств-членов Евразийского экономического союза ( Казахстан , Белоруссия , Армения , Киргизия ), покупать патент на работу в РФ не требуется, они приравнены в трудовых правах с гражданами РФ [38] [39] .
Возможные перспективы
Резкая девальвация рубля в 2014 г., падение реальных доходов населения России и гастарбайтеров, сокращение объемов производства и строительства (то есть числа рабочих мест), ужесточение требований к иностранным трудовым мигрантам, вынуждают их временно покидать Россию. За II полугодие 2014 года, по данным ФМС , Россию покинул как минимум 1 млн иностранцев. Однако за счет увеличения притока мигрантов с Украины, в январе 2015 года общее число мигрантов снова выросло — на 400 тыс. человек, по сравнению с январем 2014 г., отмечают « РБК » [33] . Эксперты « Коммерсантъ » прогнозируют увеличение притока мигрантов-гастарбайтеров [16] .
