Biography
Born on May 2, 1938 in the Halbakinsky settlement of the Vilyui ulus of the Yakut ASSR .
In 1966 he graduated from the historical and philological faculty of Yakutsk State University .
He taught history and social studies at a pedagogical school and higher educational institutions.
He was a senior lecturer and assistant professor of philosophy at Yakutsk State University .
In 1973 he graduated from the graduate school of the Faculty of Philosophy of Moscow State University named after MV Lomonosov and in 1974 he defended his thesis for the degree of candidate of philosophical sciences on the topic “Personality as a Philosophical and Sociological Category”. [2]
In 1980 - 1989 - the head of the lecture group of the regional committee of the CPSU .
In 1991, he studied at the doctoral program of the Russian Academy of Management and in 1992 he defended his thesis for the degree of Doctor of Philosophy on the topic “Methodology of complex human research”. [3]
He worked in the Council of Ministers of the Republic of Sakha (Yakutia), and then in the State Committee for Higher School, Science and Technical Policy .
In 1992-1995 - Deputy Chairman of the Presidium of the Yakut Scientific Center of the SB RAS.
Since 1996 - full member of the Academy of Sciences of the Republic of Sakha (Yakutia) . [one]
He was dean of the Faculty of History and Law of Yakutsk State University, and also deputy director of the Institute for Humanitarian Studies of the Academy of Sciences of the Republic of Sakha (Yakutia).
Currently - Head of the Department of Philosophy of the Yakut Scientific Center of the SB RAS . [one]

Scientific activity
In studies devoted to sociological, philosophical and particular scientific problems of man, Maharov develops the idea of creating a holistic concept of human knowledge, where a human theory is considered as a single conceptual system, a feature of subjects of research of private and philosophical sciences is revealed, an understanding of the principles and methods of human research is carried out. He showed the primacy of human problems in the study of the integration processes of the interaction of sciences that study natural and social phenomena. Makharov believes that through the prism of human problems, it is necessary to rethink all the available scientific knowledge, as well as to make the problem of man at the head of the concept of transformation of society. He believes that this should affect the development of applied issues of political and economic reform. [four]
