Phillips began his career at the Bristol City club, for which he played 257 matches, but in the 2005/2006 season, Phillips lost his place in the main team, losing to Adriano Basso.

In the summer of 2006, Phillips moved to another Bristol club, Bristol Rovers , in which he quickly became a favorite of the public. In 2007, he was selected as a Rovers player of the year based on a fan vote, and was also the best league player in November and received golden gloves as the goalkeeper who conceded the least goals.

On August 26, Phillips went on loan to Shrewsbury Town for a period of one month.
