The Livonian Affairs Order, or City Order , was formed as the central institution in Russia in the 16th century to control the cities occupied by Russian troops on the territory of Livonia and Estonia , as well as to arrange the Yaman race in the Baltic states ; supplying garrisons of these cities with food, ammunition, artillery; payment of a cash salary to small service people - gunners, watchmen, and so on; construction and repair of city fortifications.
The city order also led urban construction in Russia in the 2nd half of the 16th century; in the early 1580s, its functions were transferred to the Order of Stone Crafts .
