The early elections to the Mazhilis of the Parliament of the Republic of Kazakhstan in 2007 were held on August 18 (according to party lists) and August 20 (elections of deputies from the Assembly of the People of Kazakhstan ). The elections were connected with the adoption in May 2007 of amendments to the Constitution of Kazakhstan , according to which the number of deputies of the Majilis was increased from 77 to 107 people, while single-member constituencies were canceled - according to them, deputies were elected according to the party list and assembly of the people of Kazakhstan [1] . On June 20, 2007, President of Kazakhstan Nursultan Nazarbayev signed a decree according to which the third convocation of the Mazhilis of the parliament was dissolved ahead of schedule and early elections were called [2]

According to the results of the elections, only representatives of the pro-presidential party “ Nur-Otan ”, which, according to the Central Election Commission of Kazakhstan, won 88.05% of the vote with a turnout of 64.56%, passed to the Majilis on the party list [3] .

Nomination and registration of candidates
98 deputies were elected by party lists on the basis of universal, equal and direct suffrage by secret ballot. 9 deputies of the Mazhilis were elected by the Assembly of the People of Kazakhstan . In accordance with the requirements of the current constitution and the Law on Elections, a citizen of Kazakhstan who has reached the age of twenty-five years and has been permanently residing in the country for the past ten years, without a criminal record, which has not been canceled or canceled in accordance with the law, could become a deputy.
Registered political parties had the right to nominate candidates for deputies on party lists, candidates for deputies elected by the Assembly of the People of Kazakhstan - the Council of the Assembly. Candidates for party lists were nominated from June 22 to July 11, 2007, and elected by the Assembly from August 4 to August 9, 2007.
For the registration of party lists by the Central Election Commission, a period was allocated from June 22 to July 17, 2007, for candidates from the Council of the Assembly of the People of Kazakhstan - from August 9 to August 14, 2007.
The Central Election Commission fully registered only the declared party list of the ANSDP - 80 people, among the remaining six parties were refused because of non-compliance with the requirements or 30 candidates rejected themselves [4] .
Results
According to the results of the elections to the Mazhilis, 39 deputies from the corps of the previous convocation passed, 24 people represented government bodies, 19 - local government bodies, 8 - business structures, 8 - education, science and culture structures, 9 - from other areas.
42 deputies had engineering degrees of various degrees, 34 - legal, 23 - pedagogical, 21 - economic, 9 - agricultural. 35 deputies had two higher educations. 15 deputies had a doctorate degree, 27 - a candidate of science. There are 15 doctors and 27 candidates of sciences in the Mazhilis.
In the national context, among the elected deputies there are 82 Kazakhs, 17 Russians, 2 Germans and one Belarusian, one Balkar, one Korean, one Ukrainian, one Uzbek, and one Uighur. The number of women is 17. The average age of deputies of the Mazhilis of the fourth convocation was 52 at the time of election [5] .
Majilis election results by party lists
The election of deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan on the party list was held on August 18, 2007 . Voter turnout was 64.56%. As a result of the election, not a single political party other than the Nur-Otan party overcame the seven-percent threshold required to enter the Majilis. The Party of Patriots of Kazakhstan and the Party “Rukhaniyat” scored less than the number of registered party members by the election results.

Election Results of Deputies from the Assembly of the People of Kazakhstan
The vote of the Assembly of the People of Kazakhstan took place on August 20, 2007 in the Palace of Peace and Accord ( Astana ). 337 members of the Assembly of the People of Kazakhstan took part in the secret ballot. The list of candidates consisted of 9 people who were nominated by the Assembly Council. As a result of the vote, all of them were elected deputies of the Mazhilis of the Parliament. All candidates at the time of the election were non-partisan [6] .

Observation Missions
The Central Election Commission registered 1,129 international observers representing various international organizations and foreign states. The delegation of OSCE observers was 460 people, the CIS - 448 people, the SCO - 13 people, the OSCE Parliamentary Assembly - 64 people, PACE - 7 people, from various foreign countries - 137 representatives. 176 journalists of foreign media were also accredited [7] . Observation was also carried out by a number of Kazakhstani non-governmental organizations: the Republican Network of Independent Observers (about 2200 observers), the Public Committee for Election Control (over 5000 observers), Elections and Democracy (100 observers) and others [4] .
Positive ratings
Observers of the Shanghai Cooperation Organization did not note a single violation of the electoral law and recognized the elections as legitimate, free and democratic. According to SCO Deputy Secretary General Gao Yusheng, “the elections were held in a calm atmosphere, in full compliance with the laws of Kazakhstan. There were some minor technical problems of a local nature that do not generally affect the situation ” [3] .
The CIS observer mission also recognized early elections as free and transparent. According to Vladimir Rushailo, “the elections reflected a stable socio-economic development of the state, were a continuation of the ongoing political reforms in the country, a major factor in the further democratization of society” [8] .
Observers from Poland, Turkey, India and other countries also gave a positive assessment to the elections [9] .
Negative ratings
OSCE observers admitted that “Despite the fact that these elections have demonstrated progress in the conduct of the election process and the voting, which we welcome, a number of OSCE commitments and Council of Europe standards have not been met. In particular, this concerns the elements of the new electoral legislation and the counting of votes. ” [10]
Representatives of the Republican Network of Independent Observers (RSNN) noted that "despite some improvements in the preparation of elections and transparency in the activities of election commissions at the stage of preparation for election day, the elections were held with a number of violations that seriously affected the voting results" [11] .
Representatives of the opposition ( OSDP , Ak Zhol ), as well as a number of other parties did not recognize the election results. [12] [13]
