Create Party

The initial project, which arose in 1994 , envisaged uniting around the idea of ​​social democracy both the already existing Social Democratic parties and organizations, and socially oriented democrats from among the neophytes - the former "foremen of Perestroika ."

I congress of the RPSD

On February 18, 1995, the constituent congress of the Russian Party of Social Democracy (RPSD) was held, in which more than 300 delegates from 65 regions participated. The party included a much narrower circle of prominent politicians than was represented in the EDSD Organizing Committee. Alexander Yakovlev was elected the party’s chairman (out of 313 303 votes in favor, 9 were against and one abstained), Yury Zaitsev was the 1st deputy chairman and chairman, Yelena Medvedkova , Yevgeny Savostyanov , Andrei Konovalov and Vladimir Sharapov were deputy chairmen. RPSD in 1995-2000

II RPSD Congress

On August 26, 1995, in Moscow, in the cinema and concert hall of the Izmailovo hotel complex, the II RPSD Congress was held, in which 75 delegates from 34 regions took part. The congress was dedicated to the Duma elections, two main questions:

  • 1) about the election platform;
  • 2) on the party joining the election block “ Democratic Choice of Russia - United Democrats” (FER-OD).

57 delegates voted for the party to join the FER-OD bloc (14 against, 1 abstained). The main opponent of the blocking with E. Gaidar was E. Participation in the elections in 1995-1996

In September 1995, the RPSD, together with the FER party, the Peasant Party of Russia (KPR) and the Congress of National Organizations of Russia (KNOR), became the official founder of the DDR-OD bloc, the chairman of the RPSD A. III RPSD Congress

On October 31, 1998, the III RPSD Congress was held in the conference room of the Rossiya Hotel, which was attended by 47 (out of 51 elected) delegates, as well as 26 members of the Federal RPSD Board who are ex-officio delegates. The congress was led by State Duma deputy V. Sharapov.

The decisions of the Federal Government plenums on co-opting the new members and the Political Council (Vladimir Komchatov, Leonid Kulikov, the head of the All-Russian Union of People’s Houses (VNND) Sergey Popov, the president of the Russian Association of Bakers and Confectioners Yu.Katsnelson, G. Union of Right Forces

On December 8, 1998, at a meeting of the political council of the RPSD, A. Yakovlev was given consent to his participation in the creation of the organizing committee of the center-right bloc (since January 1999 - the Just Cause bloc). After the formation of the “ Union of Right Forces ” (PCA) at the end of August 1999, the RPSD entered it on an informal basis.

Failed IV Congress

On June 11, 1999, an active meeting of the Russian Party of Social Democracy took place. Initially, it was supposed to be the Fourth Congress of the RPSD, but due to the lack of quorum, delegates had to limit themselves to holding a meeting. The congress was supposed to submit draft resolutions “On the upcoming election campaigns” and “On the tasks of the party in the campaign for elections to the State Duma,” however, due to the lack of a quorum, their approval was also postponed to the future.

1999 Election

RPSD in 2000-2001

IV (extraordinary) congress of the RPSD

On March 23, 2000, the 4th (extraordinary) congress of the Russian Party of Social Democracy took place, at which decisions were made to relieve A. Yakovlev of his duties as party chairman and elect him honorary chairman of the RPSD, elect K. Titov as chairman of the RPSD, and release the representative of the President of the Russian Federation in Moscow. .Komchatova from the duties of deputy chairman of the party and the election of Vyacheslav Volkov, former member of the leadership of the Democratic Russia movement, in his place. As Yakovlev noted in his report, there is a “forced bureaucratization of democracy” in Russia. The meeting participants adopted a statement in which they supported the appeal of Yu. Ryzhov, S. Filatov, E. Yakovlev, E. Savostyanov and Yu. Afanasyev to create a broad democratic coalition.

On May 12, 2000, a closed meeting of the Political Council of the Russian Party of Social Democracy took place, at which it was decided to participate in the creation of the Union of Right Forces only on condition that the RPSD was invited to join the founders of the Union of Right Forces. If this condition is not met, the participation of the party chairman K. Titov in the PCA on a personal basis was recognized as unacceptable.

On the same day, a meeting of the initiative group on the creation of the Democratic Coalition association took place, in which representatives of the organization Free Democrats of Russia, the Peasant Party of Russia, the movement Democratic Russia, and the Russian Party of Social Democracy took part. It was decided to hold in September-October constituent congress of the Palace of Culture. The draft charter of the Palace of Culture was distributed to the participants for review.

On July 27, 2000, a meeting of the Political Council of the Russian Party of Social Democracy took place, at which it was decided that the next congress of the RPSD, scheduled for October, should be held in Moscow (the possibility of holding it in Samara was also considered); The composition of the organizing committee of the congress and the working group for the preparation of its documents was approved (headed by A. Yakovlev); Three analytical notes were discussed - on the prospects for social democracy, on the prosecutor's office (its main provisions were published on the same day in Nezavisimaya Gazeta) and on the form and content of the RPSD program. On August 18, a plenary meeting of the Federal Board of the RPSD is scheduled.

On August 18, 2000, a plenum of the Federal Government of the Russian Party of Social Democracy took place, at which the date of the upcoming congress of the RPSD ( October 28 ) was determined, and technical issues related to its holding were resolved.

In October 2000, readiness for the dissolution of the Republican Party of the Russian Federation was expressed by its chairman Vladimir Lysenko . True, he spoke of joining not in the Union of Right Forces , but in the organization, which is supposed to be created on the basis of the coalition of the Union of Right Forces and Yabloko. However, he was not heeded in the party, and at the 9th congress of the RPRF, it was no longer discussed whether the Republicans would join any other party, but participation in the work of the so-called. “Democratic Conference”, to the convocation of which G. V RPSD Congress

On October 28, 2000, the Fifth Congress of the Russian Party of Social Democracy was held, at which the new RPSD program was adopted and the governing bodies of the party were formed. Elimination of the RPSD

On November 24, 2001, the constituent congress of the Social Democratic Party of Russia (united) was held . Konstantin Titov was elected Chairman of the new party (Mikhail Gorbachev was elected leader).

On December 8, 2001, the constituent congress of the Constitutional Party of the Russian Federation took place. The delegates adopted the draft charter and program of the Communist Party of the Russian Federation, as well as the statement of the congress (“In our opinion, the Constitution is the social contract that society concludes with the authorities”). Vyacheslav Volkov was elected chairman of the party (in the past - one of the leaders of the Democratic Russia movement, deputy head of the presidential administration and first deputy chairman of the Russian Social Democracy Party), and Yaroslav Ternovsky , chairman of the Political Council. On July 6, 2002, the Russian Party of Social Democracy officially dissolved.
