Born in 1834. Initial education received in the Main Engineering School , after completing the course of which on August 13, 1852, he was promoted to ensign of field engineers; in 1854 he graduated from the course in the officer classes, from where he went out in the rank of lieutenant and was enlisted in active service in the St. Petersburg engineering team. From here, a year later he was transferred to the Arkhangelsk- Novodvinsky engineering team and was instructed to inspect the coastal points of the White Sea and the Solovetsky Islands in a military-strategic sense and build fortifications in the cities of Kem , Onega , Sumy Posad and others, which he quite successfully completed during the summer of 1855
After the Crimean campaign, Starkov served in the engineering teams of Kronstadt and Orenburg , and in 1859 took part in an expedition sent to reconnoiter the eastern shore of the Caspian Sea , under the command of Colonel General Staff Dandeville . Speaking on May 5 from Guriev , the expedition worked until September 8 of the same year, and during these four months, it surveyed almost the entire eastern coast of the Caspian Sea, and several times had to exchange fire with Turkmen . even forced to attack Chikishlyar aul, where up to 1000 Turkemen gathered.
At the end of this expedition, Starks was assigned to the Syr-Darya Kyrgyz steppes for leveling surveys in order to find funds for convenient irrigation in the Yana-Darya , Mainame-Uzyak and Kuvan-Darya river basins . In this series of business trips and surveys, Starkov was able to discover the outstanding capabilities of a military field engineer.
With his energetic work, he drew the attention of his superiors and in 1862 he was transferred to the St. Petersburg engineering team, and soon was appointed assistant to the chief of the serf division of the Main Engineering Directorate, and in 1865, already in the rank of lieutenant colonel, became chief of St. -Petersburg engineering team, renamed in 1868 to St. Petersburg serf administration. In this position, he participated in a number of more or less outstanding commissions, by the way - in the commission for drafting the fire brigade in fortresses. For these works Starkov was awarded the orders of St.. Anna of the 2nd degree (1871, the imperial crown to this order was granted in 1873) and of sv. Vladimir 3rd degree (1879)
On April 20, 1881, Starkov was promoted to major general , three years later he was awarded the Order of Saint. Stanislav 1 st degree, in 1885 he received the appointment of the chief of engineers of the Moscow Military District and died in this position on July 6, 1886.
