Viktor Vladimirovich Gerashchenko (born December 21, 1937 , Leningrad ) is a Russian economist and banker, financier. Honorary Professor . The only person in Russia who headed the country's main bank four times (twice the USSR State Bank (was withdrawn 3 days after August 21, 1991) and twice the Bank of Russia ) [1] .

Born in the family of a banker. Father - Vladimir Sergeyevich Gerashchenko , in 1948-1958 was the first deputy chairman of the board of the USSR State Bank . According to the banker S. Egorov , “Gerashchenko Sr. was a block of banking, a man of high erudition and the broadest views” [2] . Mother - Gerashchenko (Klinova) Anastasia Vasilievna. The family also had three sisters (Valentina, Galina, Irina) and a brother (Anatoly).
After graduating from the Moscow Financial Institute in 1960, he began his career as an accountant in the USSR State Bank . In 1961, he became an accountant at Vneshtorgbank of the USSR , then was appointed an inspector, then an expert at the Office of External and Internal Settlements, and was the head of a department of the Office of Currency and Cash Transactions of Vneshtorgbank of the USSR. Since 1965 he became one of the directors of Moscow Narodny Bank in London .
In 1967-1972 he worked as deputy manager, since 1969 - the manager of the branch of the Moscow People's Bank in Beirut in Lebanon .
In 1972-1974, he served as deputy head of the department of Vneshtorgbank of the USSR.
In 1974-1977, he served as chairman of the board of Ost ‑ West Nandelsbank (Frankfurt, Germany).
In 1977-1982 he was the managing director of the Moscow People's Bank in the Republic of Singapore .
In 1982, he was appointed head of the foreign exchange department, and then deputy chairman of the board of the Bank for Foreign Economic Affairs of the USSR (since July 1988 - Vnesheconombank ).
From 1983 to 1985, he served as deputy chairman of the Bank for foreign trade of the USSR. In 1985 he became the first deputy chairman of the board of Vneshtorgbank of the USSR. In 1988, he was appointed first deputy chairman of the board of the Bank for Foreign Economic Affairs of the USSR.

In 1992, he was appointed head of the Monetary Policy Department of the Reform International Fund for Economic and Social Reforms.
From November 1992 to October 1994, he was Chairman of the Bank of Russia . [four]
From March 16 to December 25, 1993, as the head of the Bank of Russia, he was a member of the Presidium of the Council of Ministers of the Russian Federation [5] .
In 1993, he was appointed ambassador of Russia to the Council of the Interstate Bank of the CIS. In the same year he was elected Chairman of the Council of the Interstate Bank of the CIS (MGB).
On October 11, 1994, he was forced to resign as chairman of the Bank of Russia due to criticism of the bank’s leadership, manipulation of the ruble to replenish the federal budget at the expense of the Bank of Russia: first organizing a landslide depreciation of the ruble , and then quickly restored it ( black tuesday and red thursday).
In 1994-1995 he worked as an adviser at the Research Institute of Banks of the Bank of Russia (Research Institute of Banks of the Central Bank of the Russian Federation).
In 1996-1998 he was chairman of the board of the International Moscow Bank .
In November 1998, he was appointed manager of Russia at the International Monetary Fund, in August 2000 he was relieved of this position.
On September 11, 1998, he again took up the post of Chairman of the Bank of Russia, in March 2002, resigned and was released by the State Duma of the Russian Federation on the proposal of the President of the Russian Federation.
After his dismissal, he worked for a year at a research institute of the Bank of Russia as a senior research fellow.
On December 7, 2003, he was elected to the State Duma of the fourth convocation on the federal list of the Rodina electoral association (People’s Patriotic Union).
In January 2004, he was nominated as a candidate for the post of President of the Russian Federation from the Party of Russian Regions political party (he was refused registration from the Central Election Commission of the Russian Federation ).
At the beginning of June 2004, after the arrest of M. Khodorkovsky , he accepted the proposal of the management of NK Yukos and headed the board of directors of the company, resigning as a deputy [1] [6] . In August 2006, NK Yukos was declared bankrupt, and the procedure for its liquidation began.
Gerashchenko is a senior researcher at the Research Institute of the Central Bank of the Russian Federation. Member of the international advisory board of AFK Sistema . Fluent in English.
He has an honorary doctorate in economics and an honorary professorship. Honorary Doctor of Economics, Moscow Finance Academy [7] .
December 21, 2012, on the day of his 75th birthday, Gerashchenko held a press conference on the theme “Russia and money. What awaits Russia? ” In an invitation sent to the guests to celebrate the anniversary, Viktor Vladimirovich asked not to give him presents, but instead to help the Chulpan Khamatova charity fund “ Give Life ”, which is raising funds for the fight against childhood malignant tumors [8] .
