Biography
Born on October 9, 1935 in the city of Novoanninsky, Volgograd Region. He graduated from the Volgograd Agricultural Institute . He graduated from graduate school , had the degree of candidate of economic sciences . He graduated from the Academy of Social Sciences under the Central Committee of the CPSU .
Labor
Labor activity began with work as a livestock breeding specialist on the collective farm "Reconstruction", on the collective farm to them. A. A. Zhdanov, Novoanninsky district, Volgograd region. In 1962, he was appointed head of the planning and economic department of the Uryupinsky regional industrial agricultural department. The following year, he received a promotion, becoming the head of the economic sector of the agricultural department of the Volgograd regional committee of the CPSU , and then the head of the planning and economic department of the Volgograd regional agricultural department.
Since 1971 - Deputy Director of the Volga Research Institute of Irrigated Agriculture, and since 1972 - Head of the Production Association of State Farms. In 1975 he became the first deputy chairman of the Volgograd Oblast Executive Committee .
In 1985 - 1987 he was the chairman of the regional planning commission, in 1987-1989 he headed the information and computer center of the regional agro-industrial committee. Since 1989 - Director of the Volgograd Regional State-Cooperative Agro-Industrial Association.
Political Activities
In 1990 he was elected People's Deputy of the RSFSR , was a member of the Committee of the Supreme Council of the RSFSR on economic reform and property. In 1990-1991 he was chairman of the executive committee of the Volgograd Regional Council .
On September 19, 1991, he was appointed Head of the Administration of the Volgograd Region [1] , and remained in this post until 1996 .
In December 1993, he was elected to the Federation Council , was a member of the Committee on the Affairs of the Commonwealth of Independent States . After the reform of the Federation Council in 1996, it became part of the Federation subject, becoming a member of the Committee on Agricultural Policy
In 1996, the first elections in the history of the Volgograd Region were held for the Head of the Regional Administration, which Shabunin lost to Nikolai Maksyuta .
In 1997 he was invited to the post of First Deputy Chairman of the CIS Executive Committee in Minsk, where he worked until 1999.
In 2003, he took the post of adviser to the mayor of Volgograd. He was in office until his death, September 20, 2006.
Death
Shabunin Ivan Petrovich died on September 20, 2006 after a long illness. He was buried in Volgograd in the cemetery of the Dzerzhinsky district.
Memory
Every year, in October, since 2010, in Volgograd, the international scientific-practical conference "Alternatives to Regional Development" is held, dedicated to the memory of I.P. Shabunin.
Family
- Wife - Ivetta Mikhailovna Gamazova (Shabunina) (1936-2013), Doctor of Economics . She was buried next to her husband in Volgograd.
- Daughter - Natalia Ivanovna Shabunina.
- Grandson - Machavariani Zurab Nikolaevich.
