Biography

Born on March 5, 1951 in the city ​​of Alexandria, Kirovograd region of the Ukrainian SSR .

Education

From 1966 to 1970 he studied at the Alexandria Industrial College, from November 1970 to November 1972 he served in the Soviet army .

He worked as an electrician at the Kirovograd Printing Press Plant.

Work in the police

From 1974 to 1978 he studied at the Gorky Higher School of the Ministry of Internal Affairs of the USSR , after which he worked in the internal affairs bodies as an inspector and senior inspector of the OBKhSS of the Department of the Interior of the Svetlovodsk City Executive Committee of the Kirovograd Region.

From 1981 to 1986, he worked as the head of the threat department, deputy head and head of the department of internal affairs of the Alexandria city executive committee of the Kirovograd region. In April 1986, he was appointed head of the department for combating drug addiction of the Criminal Investigation Department of the Ministry of Internal Affairs of the Ukrainian SSR, in April 1988 he became deputy head of the 7th Directorate of the Ministry of Internal Affairs of the Ukrainian SSR, and in September 1989 - the head of the Internal Affairs Directorate of the Kirovograd Region.

In December 1992, he became deputy minister and head of the criminal police of the Ministry of Internal Affairs of Ukraine, and two years later - chairman of the State Customs Committee of Ukraine. In July 1995 he was appointed to the post of Minister of Internal Affairs of Ukraine.

In 1998 he defended his thesis at Kharkov University of Internal Affairs of Ukraine and became a candidate of legal sciences, in the same year received the title of Honored Lawyer of Ukraine.

At the end of 2000, he became one of the participants in the “cassette scandal” - on the tapes of Major Melnichenko voices were recorded, similar to the voices of Kravchenko and President Kuchma , discussing the possibility of killing George Gongadze .

He was dismissed as head of the Ministry of Internal Affairs in March 2001 .

Public Service

From December 2001 to May 2002, he was the chairman of the Kherson Regional State Administration. In May 2002, he became director of the Institute of Law named after St. Vladimir at the Interregional Academy of Personnel Management, and in December of that year, became chairman of the State Tax Administration of Ukraine. In the summer of 2004, he was dismissed as chairman of the STAU.

Doom

On the morning of March 4, 2005 , on the eve of his birthday, he was found dead in his country house, in the elite village of Golden Gate in Koncha Zaspa near Kiev , with two gunshot wounds to the head. That day, he was supposed to come on an agenda for interrogation to the Prosecutor General of Ukraine on the resumption of the investigation of the Gongadze case after the Orange Revolution .

He was buried on March 7 at the Baykovsky cemetery in Kiev .

  • According to the official version, Yuri Kravchenko committed suicide by shooting himself in the head twice. [1] [2]
  • According to the Minister of Internal Affairs of Ukraine Yuriy Lutsenko , expressed on September 14, 2007 , his predecessor Kravchenko was killed:

I don’t believe in Kravchenko’s suicide and I have evidence for this ... Certain questions for experts ... were formulated in order to bring to the version of suicide. [3]

  • According to the expert in the field of forensic medicine, Professor Nikolai Polishchuk (known for a number of scientific works in the field of forensic medical research, in particular gunshot wounds to the head), the nature of the wounds and the position of the body exclude the version of suicide. So, Polishchuk calls one of the evidence of violent death two gunshot wounds to the head. The nature of the first wound would not allow Kravchenko to act purposefully and produce a second shot. After the first shot, having received such bodily injuries (both jaws, teeth, nasal cartilage were crushed), he physically could not have fired a second shot at his temple .   • According to the ex-Prosecutor General of Ukraine Mikhail Potebenko : “I’m sure that the hype that they raised (around the“ Gongadze case ”, - Note ) led to suicide. After all, he, as an operative, saw and understood that they were being watched. He could not withstand such psychological pressure ... " [5]

Gongadze Charges

Already after the death of General Kravchenko, the decree of the Prosecutor General of Ukraine dated September 14, 2010 on criminal prosecution of A.P. Pukach contained an accusation against Kravchenko that he ordered his subordinate to kill journalist Gongadze: [6]

... On approximately September 13-14, 2000, in his office in Kiev, on Bogomolets Street, 10, Minister of Internal Affairs Yu. F. Kravchenko verbally gave the head of the Main Directorate of the Ministry of Internal Affairs of Ukraine Pukach A. P. a clearly criminal order to kill the journalist G. R. Gongadze to stop journalistic activity in this way.
