The predecessor of the Museum of Art’s modern museum, the National Art Gallery , was created thanks to the efforts of educated young Georgian artists in Tbilisi on February 1, 1920 . The Central Museum of Fine Arts, which was opened in August 1923, grew out of this project. Additional exhibits were obtained from various small collections. At the end of 1932, the museum was moved to the XIII church in the Metekhi district.

In 1945, after a special agreement between the Soviet and French governments, numerous works of art that make up the national treasure of Georgia - manuscripts , metal products , jewelry , enamels , paintings - evacuated by the Georgian government in exile after the invasion of the Red Army in 1921 and preserved in emigration Equity Takaishvili - were returned to Tbilisi and added to the museum collection.

A prominent Georgian art critic Shalva Amiranashvili (after whom the museum is named) was the head of the museum for over thirty years and played an important role in the formation of the collection.
