History
During the 1980s, discussions were held within the Maoist Communist Party of the Philippines on the relationship between mass and armed struggle. By the end of the 1980s, a large group emerged in the party, advocating a review of the analysis of Philippine society and other political and deological issues. In addition, one of the elements of criticism of the leadership was the question of intra-party democracy. In the early 1990s, organizations in the Manila - Rizal , Visayas and Mindanao regions came out. In 1998, the Revolutionary Workers' Party of the Philippines (RRPF) was created on their basis. As its armed wing, the Revolutionary Proletarian Army Brigade of Alex Boncayo was formed. In 1999, peace negotiations began between the government and the RRPPF — RPA-BAB, and in 2000 a peace agreement was signed.
In 2001, a cell on the island of Mindanao withdrew from the RRPF in connection with disagreements over a number of political issues, forming the Revolutionary Workers' Party of Mindanao. The Revolutionary people's army became the armed wing of the new party on the island. One of the reasons for the split in the party, according to activists from Mindanao, is the nature of the agreement concluded in 2000 with the Government of the Philippines, which they considered to be actual capitulation.
In 2005, the MDGF concluded a cease-fire agreement with the government. Moreover, its armed forces continue to exist. Party leader Clara Maria Sanchez writes:
“... This is not yet disarmament, and the question remains of a final peace agreement in terms of solving the social and democratic problems that underlie the violence in Mindanao. Negotiations with the government were not only military in nature. They obliged the government to provide funding for development projects in areas under the control of the CDMA, projects on issues that are determined by the local population. Initially, negotiations covered 100 barangays (districts), and then another 100 requested to be considered as an integral part of the sphere of influence of RRPM. ”
International Relations
Even before the formal formation of the RRPF, activists of organizations that left the Maoist Communist Party sent their representatives to the 14th World Congress of the Fourth International, held in 1995 in the Italian city of Rimini . Relations were maintained in the future throughout the entire period of the existence of the RRPP. In 2003, the RRPM became the full Philippine section of the Fourth International. RRPM leader Clara Maria Sanchez is a member of its Executive Bureau.
