Zotov, Vladimir Borisovich

He graduated from the Rostov Automobile and Road Technical School, Novocherkassk Polytechnic Institute , graduate school of the Moscow Automobile and Road Institute (MADI), studied at the Academy of National Economy of the Council of Ministers of the USSR . Candidate of Technical Sciences , Doctor of Economics , Professor; Head of the Department of State and Municipal Management of the State University of Management , President of the Russian Municipal Academy .

ZB Zotov began his labor activity as a worker in road construction. A worker, then a foreman, a site manager, a shop manager, and an enterprise manager. Subsequently, all of Zotov’s main labor and scientific activities are closely connected with local self-government and state administration, including he was the chairman of the district Council of People’s Deputies and the chairman of the executive committee of the Leningrad Region in Moscow, from 1991 to 2015 he worked as the prefect of the South-East Administrative district of the city of Moscow. After dismissal of the prefect, SEAD became an adviser to the mayor of Moscow.

The population in the district, during the period of work of Zotov V. B., increased from 750 thousand people to 1 million 350 thousand people. The development of the district is characterized by intensive construction of housing, social and construction projects. At the initiative of V. B. Zotov, more than 230 fountains were built in the Southeastern Administrative District, annual flower festivals were organized, street festivals were organized, more than 6 different monuments were erected, all schools located on the streets bearing the names of heroes were given the names of these heroes .

The textbook for universities edited by VB Zotov “The system of municipal management” has been published in five editions. In 2007, the authors of the textbook became the laureate of the Prize of the Government of the Russian Federation in the field of education.
