Before the First World War, Malevsky-Malevich lost the position of the leadership of the Russian Foreign Ministry. In response to a request from where, on whose side Japan would speak in the event of a war in Europe, Malevsky-Malevich, together with a representative of the allied France, suggested that Japan would remain neutral. This answer did not satisfy Minister S. D. Sazonov , who already knew from other sources that Japan was leaning toward an alliance with Russia. After the outbreak of hostilities in Europe, when military orders for the supply of weapons and ammunition began to arrive in Japan, the ambassador was unable to fulfill all the growing demands of the military department and was eventually dismissed from his post in 1916.
