Seversk NPP is a planned nuclear power plant in the Tomsk region in Seversk .

The decision to build instead of the Siberian NPP completely stopped in 2008 was made in 2007. It is assumed that two power units of the WWER- 1300 type will operate within the nuclear power plant, the launch of which is scheduled for 2015-2017. The NPP-2006 project will be taken as the basis of the NPP project, on which NPPs were built in China , Iran and India [1] .

The construction of a new nuclear power plant is being lobbied by the regional authorities. In September 2007, the idea of ​​building a nuclear power plant in the Tomsk Region was supported by the head of Rosatom Sergey Kiriyenko [2] . On December 14, 2007, an inter-regional conference “Seversk NPP: Benefits and Risks” [3] was held .

As of March 2010, two possible sites for construction were being considered. Both of them are located north of the Kamyshka river near the village of Samus . The final decision on the location of the nuclear power plant was planned to be made in early 2009 [4] , but the process was delayed due to inadequate funding.

73% of the oblast residents negatively regard the construction of the Seversk NPP [5] . In November-December 2008, it was planned to hold public hearings on the construction of nuclear power plants, but they were held only in Seversk, where most Tomsk citizens do not have the opportunity to enter [6] . The authorities are trying to change public opinion in the direction of supporting nuclear power plants by conducting campaigning events, in particular, meetings of representatives of the heads of scientific institutions of Tomsk with the media [7] .

Some environmental problems are not fully clarified, for example, the issues of reactor utilization after the expiration of the operation period, transportation of nuclear fuel and irradiated nuclear fuel through the city of Tomsk (the only railway line passes through the city, dividing it almost in half) and some others are not clarified [8 ] .

In 2011, Rosatom allocated about 300 million rubles for the continuation of design work on construction (linking engineering networks, assembling auxiliary facilities, monitoring the territory, analyzing security systems) [9] .

In November 2012, the representative of Rosatom, Alexander Lokshin, said that first of all, power units would be built to replace the decommissioned RBMK reactors , because of this, the start date for the construction of new nuclear power plants (including Severskaya) was postponed for the period after 2020. Nevertheless, Seversk NPP remains in the construction plan [10] .
