Biography
Born into a peasant family. Russian. Member of the RCP (b) since 1925. In 1932 he graduated from the Leningrad Polytechnic Institute with a degree in hydraulic engineering. He began his career at the age of 11 as a student, and then as a master in the architectural and cooperage workshops of St. Petersburg.
In 1918 he entered voluntarily into the Red Army . He participated in the civil war as an assistant commander of the 1st regiment of the Special Ural Division on the Eastern and then Wrangel Fronts. Since 1923, at the leading economic work. In 1928-1932 student of the Leningrad Polytechnic Institute. Since 1932, the manufacturer of works on the construction of the Baksan hydroelectric station in Kabardino-Balkaria, then on the construction of the Middle Volga hydroelectric stations.
Since 1936, he worked on the construction of the Chirchik hydropower station cascade in Uzbekistan. Since November 1937, the head of construction of the Chirchik hydroelectric power station in the Uzbek SSR. Since 1940, the chairman of the State Planning Commission of the Uzbek SSR and at the same time the deputy chairman of the Council of People's Commissars of the republic. Since November 1941, Secretary of the Central Committee of the Communist Party (Bolsheviks) of Uzbekistan on energy, fuel and the electric industry. He was buried in Moscow at the Novodevichy cemetery .
The central stadium in Volzhsky and the Chirchik hydroelectric station, as well as a number of streets in different cities, are named after Loginov.
