History
On May 5, 1991, the Presidium of the Supreme Council of the RSFSR adopted a resolution on the transformation of the State Committee of the RSFSR for Defense and Security into the State Committee of the RSFSR for Defense and the Committee for State Security of the RSFSR (previously existed in 1955-1965).
On November 26, 1991, President of the RSFSR Boris Yeltsin issued Decree No. 233 "On the transformation of the State Security Committee of the RSFSR into the Federal Security Agency of the RSFSR." According to him:
- the state security committees of the republics within the RSFSR were renamed the federal security agencies of the republics, and the departments (KGB) in the regions and regions were renamed into the departments of the Federal Security Agency of the RSFSR in the regions and regions;
- approved: the temporary regulations on the agency, the procedure for the appointment (dismissal) of senior employees of the agency and its subordinate bodies, the list of posts in the central office and subordinate departments replaced by generals;
- the structure of the agency was approved, which largely repeated the structure of the KGB of the USSR before its liquidation;
- approved the composition of the board of the agency. The board was formed according to the job (rather than personal) principle, it included: the director general of the agency (chairman of the board), deputy general directors, heads of four main departments and two departments [1] .
On the same day, by decree of the President of the RSFSR No. 234, the AFB leadership was appointed: the general director V. V. Ivanenko , his first deputy V. A. Podelyakin and 6 deputy general directors [2] .
Less than a month later, on December 19, 1991, Decree of the President of the RSFSR No. 289 “On the Establishment of the Ministry of Security and Internal Affairs of the RSFSR ” was issued, which abolished the Ministry of the Interior of the RSFSR and the Federal Security Agency of the RSFSR, but this decree was soon challenged by the Supreme Council in the Constitutional court and January 14, 1992 declared incompatible with the Constitution of the RSFSR and in this regard declared null and void. Accordingly, the AFB of Russia was restored. During the existence of the Ministry of Security and Internal Affairs, its governing apparatus was never formed, therefore, AFB officers continued to perform their duties.
On January 15, 1992, the Director General of the AFB of Russia Ivanenko was dismissed, and the failed Minister of Security and Internal Affairs of the RSFSR V.P. Barannikov was appointed in his place.
Nine days later, on January 24, 1992, by the Decree of the President of the Russian Federation No. 42 “On the Establishment of the Ministry of Security of the Russian Federation ”, the AFB of Russia was abolished, and two deputy general directors - E. V. Savostyanov and S. V. Stepashin - were immediately appointed deputies Minister of Security of the Russian Federation. The process of creating an ICBM on the basis of the abolished AFB of Russia was completed on July 1, 1992 [3] .
