Biography

He was born in 1947 at junction 216 of the Novor district of the Orenburg region of the Russian Federation in the family of an employee [2] . Comes from the genus of jagalbailles of the Younger Zhuz [3] . In 1974 he graduated with honors from the Sverdlovsk Law Institute .

Career

After graduating from high school in 1965 . in the city of Orsk, Orenburg region, served in the Soviet Army, worked as a communications fitter.

  • 1965 - 1970 - Track worker, installer of the South Ural Railway, military service.
  • In 1974 he graduated with honors from the Sverdlovsk Law Institute, where he was left to research.
  • 1974 - 1977 - Junior, senior researcher at the Sverdlovsk Law Institute.
  • In 1980 , under the guidance of Professor S. S. Alekseev, he defended his thesis.
  • 1977 - 1987 - graduate student, teacher, senior lecturer, associate professor of the Sverdlovsk Law Institute.
  • 1987 - 1988 - Senior Researcher, Institute of Economics, Ural Branch of the USSR Academy of Sciences.
  • 1987 - 1992 - Senior researcher, head of the human rights department of the Institute of Philosophy and Law of the Ural Branch of the USSR Academy of Sciences.
  • In 1992 , he was invited by the President of the Republic of Kazakhstan N. A. Nazarbayev to Kazakhstan .
  • In May 1992 , in Almaty, he defended his doctoral dissertation on the topic: "Legal support of the interests of the individual."
  • From June to October 1992 - Deputy Head of the Council of Economic Advisers of the Supreme Economic Council under the President of the Republic of Kazakhstan.

In November 1996 , he submitted his resignation and was appointed rector of the Kazakh State Law University (KazGUI). November 5, 1996 - by a resolution of the Government of the Republic of Kazakhstan, KazGUI was transformed into the Kazakh State Law University and transferred from the jurisdiction of the Ministry of Justice of the Republic of Kazakhstan to the jurisdiction of the Ministry of Education and Science of the Republic of Kazakhstan (MES RK). The new rector of the university was appointed Doctor of Law, Professor N. A. Shaikenov, who previously worked as Deputy Prime Minister of the Government of the Republic of Kazakhstan and Minister of Justice of the Republic of Kazakhstan [4] .

N. A. Shaikenov was a student of the famous jurist S. S. Alekseev . He contributed to the development of conceptual problems of legal science: the essence of law, law and interests in society, the formation of a legal society, legal support of market transformations.

He took an active part in creating projects of a number of major legislative acts. Being the Minister of Justice, he led a stubborn struggle for legal reform, reanimated the Ministry of Justice, reviewed its functions and tasks, as a result of which the Ministry of Justice took a dominant position in the law enforcement system. He was one of the main developers of the state program of legal reform, approved by decree of the President of the Republic of Kazakhstan (1994). As part of the legal reform program, he took a set of measures aimed at increasing the role of law in society, creating the necessary legislative and enforcement framework for reforms. His efforts accelerated the adoption of the Civil Code (the general part) - a fundamental act in the sphere of market relations. At the initiative of N. A. Shaikenov, investigative work and prosecutorial supervision were constitutionally divided. In 1995, qualification exams for judges were introduced. One of the priority areas of legal reform has been the training of legal personnel. The Kazakh State Law Institute , created by the Presidential Decree of March 14, 1994, was to do this. The opening of a specialized higher legal institution was made possible thanks to the direct participation of N. A. Shaikenov. On the initiative of N. A. Shaikenov, the Legal Information Center under the Ministry of Justice of the Republic of Kazakhstan, the Institute of Legislation, the Legal Newspaper (in Russian) and the Zan newspaper (in Kazakh), the specialized legal publishing house Zheti Zhargi were opened. The Soviet emblem of justice, “Shield and Sword,” has been replaced with the new “Libra Against the Background of the Sun”.

He died on March 25, 2000 at the 54th year of his life from cancer.

Bibliography

Over 30 works have been published, of which 1 monograph, 2 works published abroad. The synthesis of many years of theoretical research by N. A. Shaikenov was the fundamental work "Legal support of the interests of the individual", published in 1990 in Sverdlovsk .
