Content

Geography

The area is located at a distance of 140 km from the regional center and is located in the northern steppe part of the Krasnodar Territory on the Kuban-Priazovskaya plain.

It has a flat relief intersected by a network of steppe rivers. Not having natural closed reservoirs, the region at the same time has a number of artificial ponds, with a common water mirror of 384 hectares. Several deposits of local building materials ( sand and clay ) have been discovered in the district. The climate is temperate continental, the region belongs to the zone of unstable humidification. The area of ​​the district is 1,788.8 km².

The area is located in the northern steppe part of the Krasnodar Territory on the Kuban-Priazovskaya plain, has a flat relief, intersected by a network of steppe rivers of the Azov region. The average elevation above sea level is approximately 50 m. At the same time, the area has a number of artificial ponds with a common water mirror of 384 hectares. The area of ​​Pavlovsky district is 1788.8 km². 69.3 thousand people of more than 53 nationalities live in the district. The regional center is the village of Pavlovskaya.

Pavlovsky district is the only district of the Krasnodar Territory through whose territory there are two federal highways: Don, directions to Moscow-Novorossiysk and Kavkaz Rostov-Baku. From north to south in the area runs the canvas of the North Caucasus Railway. The area is equidistant (140 km) from the major cities of the Southern Federal District: Krasnodar, Rostov-on-Don and the port city of Yeysk.

History

  • The district was formed on June 2, 1924 as part of the Kuban District of the Southeast Region . It included part of the territory of the abolished Yeysk department of the Kuban-Black Sea region . Initially, the district included 11 village councils: Ataman , Vesely , Yekaterinovsky , Kurchansky, Nezamaevsky , Novomikhailovsky , Novopetrovsky , Novoplastunovsky , Pavlovsky , Staroleushkovsiy , Upornensky .
  • Since November 16, 1924, the district has been part of the North Caucasus Territory .
  • On February 11, 1927, part of the territory of the abolished Uman district became part of the district .
  • Since January 10, 1934, the district has been part of the Azov-Black Sea Territory .
  • On December 31, 1934, as a result of disaggregation, the following districts were allocated from the Krylovsky , Leningradsky , Nezamaevsky , Novoleushkovsky and Stalin (center - Krylovskaya village) districts.

The population of the district as of 01.01.2006 amounted to 68 188 people, all of them are rural residents. Among the entire population, men make up 46.3%, women 53.7%. The female population of fertile age is 17,403 (47.5% of the total number of women). Children from 0 to 17 years old - 14225 people (20.9% of the total population), adults - 53963 people (78.5%). Of the total population, 39973 (58.6%) are people of working age, 23.8% are pensioners. [18]

Economics

Agriculture

It occupies a leading position in the structure of industries in the Pavlovsky district. In this industry, 11 large agricultural enterprises equipped with modern agricultural machinery and highly qualified personnel, 311 peasant (farmer) farms and more than 25 thousand personal subsidiary farms operate .

In livestock farming, major investment projects are being implemented that contribute to the further development of the industry. The livestock breeding complexes of Plemzavod OJSC “For Peace and Labor” and SEC “Russia” have milking parlors for more than 3600 heads of highly productive dairy herds. In 2009, the livestock industry maintained a positive trend in recent years in all key indicators.

The number of cattle in all categories of farms as of January 1, 2010 amounted to 22,734 heads, including 8,446 cows. At large agricultural enterprises - 16,652 heads, including 6,135 heads of cows. This is 326 goals higher than the same period last year. The number of cows increased in OJSC PZ “For Peace and Labor” by 152 heads, and in ZAO “Putilovets South” by 140 heads. In private farms, there are 4962 cattle, including 1804 cows, in cattle.

About 5 thousand people work at large enterprises of the industry. This is more than 20% of the population employed in the economy of the region.

The total area of ​​agricultural land is 149.5 thousand ha, of which arable land is 146.9 thousand ha.

In 2010, a steady increase in wages was ensured at all agricultural enterprises.

Grain production in the area is a priority area of ​​crop production. Cereals occupy up to 62% of the total crop rotation. According to the results of harvesting in 2010, the most profitable crops are: sunflower - profitability level of 85%, winter wheat - 28%, corn - 31%.

In 2010, the livestock industry maintained a positive trend in recent years in all key indicators. An improved stock of heifers and heifers from other regions of the country and from abroad is imported into the region annually, which positively affects the productivity of the dairy herd. As a result of work to improve the number of cattle, positive results were obtained in production indicators for the past year.

In order to preserve the accumulated potential and ensure efficient work for the future, the industry pays great attention to investment activities.

Industry

The industrial complex of the district is represented by large enterprises in the processing and food industries: Pavlovsky Sugar Plant OJSC, Pavlovsky Meat Processing Plant OJSC, Tekhada Canning Factory LLC, Pavlovsky Raipo LLC, Pavlovsky Feed Mill CJSC and other enterprises that produce up to 90% of the total industrial output of the district. The production of food products: sugar, bakery, confectionery, meat, sausages, flour, vegetable oil is provided by processing our own livestock and crop products produced in the area.

An active investment policy is being carried out in the region and the administration is making every effort to create a positive image of the region, taking an active part in international investment forums, exhibitions and other presentation events held by the administration of the Krasnodar Territory.

Over the years, one of the main directions in the economic development of the Pavlovsky district municipality has been the attraction and development of investment. 2009 , despite the financial crisis, was successful for us - the capital gain amounted to 1.56 billion rubles. This allowed the district to take eighth place in the regional rating in terms of growth rates of investments in fixed assets. Several farms have distinguished themselves in this direction: Victoria LLC - 171 million rubles, SPK Rossiya and OPKh im. Kalinina at 64 million rubles, OJSC SHP "Novoplastunovskoe" and CJSC "Niva" at 63 million rubles. The undisputed leader here is PZ “For Peace and Labor”. 765 million rubles were invested in the economic development of this enterprise, as a result last year the construction of a modern livestock complex for 2,400 dairy cows was completed, and 47 local residents received a new job with decent earnings.

Participation in the VIII Sochi-2009 International Investment Forum brought Pavlovsky District two major signed investment cooperation agreements totaling 3.3 billion rubles. A project to build a meat and dairy complex with a completed cultivation and primary processing cycle, LLC Kuban Bacon, is already being implemented in the region, which is unique even by federal standards. Not far off is the construction of a workshop for the production of sandwich panels, which will be implemented by Mosstroy CJSC. As a result, an enterprise producing 20 thousand m² of this popular building material per month will operate in the district.

At the Sochi-2010 forum, Pavlovsk residents signed two agreements of intent in the implementation of investment projects. The first is a tripartite agreement between the deputy head of the administration of the Krasnodar Territory, E. V. Gromyko, the general director of Kuban Bacon LLC, O. V. Tolstopyatova, and the head of the Pavlovsky district, A. V. Melnikov, on the construction of a dairy farm for 2000 head of herd. It will be equipped with a modern milking parlor and equipment for storing and cooling milk. The project cost is 476.8 million rubles. After the launch of MTF, 65 jobs will appear.

The second agreement on the construction of a roadside complex was concluded with the director of ErKom LLC O. A. Eremenko. The facility will cost 21 million rubles and combine a guarded parking lot, car service, hotel, catering, pharmacy, hairdresser, summer playground for children. The new complex should employ 60 people.

The construction complex of the municipality unites 34 enterprises with a total number of about one thousand people, including 7 large enterprises (Pavlovskoye DRSU OJSC, Agropromstroy CJSC, Stroitel OJSC, Mosstroy-31 South LLC, Novoleushkovsky Construction Plant LLC materials ").

To date, all construction, installation and repair work in the area is carried out by the construction organizations on their own. Enterprises have all the necessary technical means to carry out construction work of varying complexity.

Entrepreneurship

As of January 1, 2011, 3396 small businesses were registered in the district. The share of small business in the real sector of the economy of the region is 48%.

The industry structure of small enterprises by main activities is as follows: agriculture - 23%, manufacturing - 17%, construction - 11%, wholesale and retail trade - 32%, hotels and catering - 2%, transport and communications - 1 %, operations with real estate - 7%, other - 7%.

As part of the regional target program "Support for Small Businesses for 2010-2012" in 2010, 317 thousand rubles were spent on the preparation of business plans and handouts for small businesses.

Investment Activities

In this situation, those enterprises that are considering the flexible possibility of technical re-equipment, the release of new competitive products, and the active implementation of investment projects may benefit. In 2010, the volume of investments from all sources of financing amounted to 1169 million rubles (for large and medium-sized enterprises), which is 74.8% of the 2009 level. The volume of investments in fixed assets (excluding budget investments) per capita in 2010 amounted to 6398.6 rubles. In 2009, the implementation of the largest investment project of Kuban Bacon LLC was launched, which carries out the construction of a pig-breeding complex with a completed growing cycle and primary processing of products. The implementation of this project will contribute to the development of meat and dairy cattle breeding, pig breeding, animal feed production, primary processing of meat products, as well as milk processing in the region. The total investment will amount to 3.2 billion rubles. Also, Kuban Bacon LLC will begin construction of a dairy farm for 2,000 cattle. The total investment will amount to 476.8 million rubles.

Negotiations were held and design began on the reconstruction of Pavlovsky Dairy Plant OJSC, Pavlovsky Feed Mill CJSC and the construction of a slaughterhouse.

On the territory of the district, a livestock complex was built and commissioned with a total livestock of 4,348 heads, including 2,000 heads of cows (OAO PP “For Peace and Labor”). The farm operates in a closed loop. The technology for cleaning and disposal of manure uses the most modern. The volume of investments in 2010 amounted to 430 million rubles. The livestock complex is located on an area of ​​43 hectares. An additional 91 people are provided with jobs. OJSC Pavlovsky Meat Processing Plant has undergone a complete reconstruction with the replacement of technological equipment. The total investment is 584 million rubles. Well-designed investment projects and proposals, dynamic socio-economic development and infrastructure that meets modern requirements are the key to a positive investment climate in the region.

Social Sphere

Decent development in the Pavlovsky district has received and the social sphere. The structure of the municipal health institution Central District Hospital includes: 6 district hospitals, 2 medical outpatient clinics, 16 feldsher-obstetric centers. Thanks to the successful implementation of the national project “Healthcare”, the material base of healthcare institutions and the quality of the services provided have significantly improved. Much attention is paid to preschool and school education for young residents of the region. Currently there are 24 preschool institutions, which are visited by more than 2 thousand kids. In 22 schools of the district, more than 7 thousand children study.

A branch of the Kuban State University, the Krasnodar Trade and Technological College of the Kraypotrebsoyuz, a branch of the Rostov Construction and Installation College, which train qualified specialists in various specialties of higher and secondary professional education, operate in the district.

To organize leisure activities for residents of the district, a network of 53 cultural institutions has been formed, of which 21 are libraries, 3 institutions for additional education of children (2 art schools and a music school), a museum of local history and 26 club institutions.

Much attention in the region is paid to the issues of physical education of the younger generation and workers of the region. They have at their disposal a new sports complex, 24 school gymnasiums, 2 stadiums, 16 football fields, sports fields, a summer swimming pool. The area has developed sports such as handball, basketball, athletics, soccer, volleyball, boxing, wrestling and weightlifting are developing. In the area there is a youth sports school. Spartakiads of labor collectives are regularly held.

In the district, 23 public associations are registered and operate. Actively work are veteran organizations, the regional Cossack society, youth organizations.

The structure of the municipal health institution "Central District Hospital of the Pavlovsky District Municipality" includes:

  • Central district hospital with an adult and a children's clinic;
  • 5 district hospitals;
  • 3 medical outpatient clinics;
  • 16 feldsher-midwife stations;
  • MUZ "Pavlovsk Dental Clinic".

In 2010, 17.1 thousand residents of the district received inpatient care, 611 thousand outpatient visits to doctors were performed, which is 9 visits for each resident of the district.

In 2010, 741 children were born in the district. The number of deaths was 1007 people. The trend of excess mortality over fertility continues.

As of January 1, 2011 it was approved: doctors - 193 rates, of which 61 have qualification categories. 132 doctors have certificates.

The mortality rate for people under the age of 65 at home in 2010 was 159 per 100 thousand people (in 2009 - 198). In the future for 2011-2013, it is planned to reduce this indicator to 157 per 100 thousand people, due to an improvement in the quality of medical care provided by the district service.

In 2010, the death rate of people under the age of 65 on the first day in the hospital is 15.8 per 100 thousand people. The improvement of the quality of medical care to the population by the district service, the organization of emergency care at the polyclinic of the district hospital, the correct provision of care to patients in the admission department of the MHR CRH, referral of patients in the first hours of the disease to the center of thoracic surgery in Krasnodar led to a decrease in these indicators. In the next three years, it is planned to continue work to reduce these indicators. The number of employees in municipal health care facilities per 10,000 people at the end of 2010 amounted to 159.4. The doctor supply rate remains low - 19.9 per 10,000 of the population; the availability of paramedical personnel is 71.1 per 10,000 population.

Preschool Education

The network of preschool educational institutions consists of 26 preschool educational institutions, designed for 2255 places. The share of children aged 3 to 7 years receiving pre-school educational services or services for their maintenance in organizations of various organizational and legal forms and forms of ownership in the total number of children from 3 to 7 years in the municipality Pavlovsky district is 78%. By 2012, the planned proportion of children aged 5 to 7 years receiving preschool educational services, on average, in the municipality will reach 86% (due to the development of pre-school groups of children and family education groups).

General education

The education system of the Pavlovsky district includes 50 municipal educational institutions with a total number of children at the end of 2010 - 9320. As a result of the measures taken, the coverage of preschool children attending educational institutions implementing preschool education programs taking into account short-stay groups and pre-school training groups is 71.3% as of January 1, 2011, which is significantly higher than the regional average (63%). According to the results of the unified state exam in five subjects (physics, computer science, history, social science, literature), Pavlovsky district was in the top ten territories of the region. In 2010, compared with the previous year, the level of education of graduates of 11th grades in compulsory subjects (Russian, mathematics) decreased by 2%. The transfer of budgetary educational institutions to normative-per capita financing and a new (sectoral) wage system is result-oriented.

In 2009, all secondary schools (100%) of the Pavlovsky district municipality switched to normative-per capita financing, as well as to the new wage system. The number of students in municipal educational institutions: - per one working in educational institutions - 5; - attributable to one teacher - 13; - per one working in municipal educational institutions (administrative, managerial, educational support, junior support staff, as well as teaching staff who do not carry out the educational process - 11. Physical Culture and Sports

Активность в сфере материального производства обеспечила положительную динамику связанных с ним показателей уровня жизни: доходов населения, заработной платы. Среднемесячная заработная плата в расчете на одного работающего составила 12080 рублей, что выше уровня прошлого года на 10,7 %. Среднемесячная номинальная начисленная заработная плата работников крупных и средних предприятий в 2011 году составит 14241,4 рублей, или 110 % к уровню 2010 года.
