Biography

In 1967 he graduated with honors from the Georgian Institute of Subtropical Economy . In 1981, he graduated with honors from the Higher Party School of the Central Committee of the CPSU.

In 1967-1976 - shift supervisor, chief engineer, director of the Gudauta tea factory.

In 1976-1978 - Head of the Department of Agriculture of the Gudauta District Executive Committee.

In 1978-1989 - First Secretary of the Gudauta District Committee of the Communist Party of Georgia, at the same time (1978-1990) deputy of the Supreme Council of the Abkhaz ASSR.

In 1978-1987 - Deputy Chairman of the Presidium of the Supreme Council of the Abkhaz ASSR.

In 1987-1990 - Chairman of the Supreme Council of the Abkhaz ASSR.

In 1978 and 1989 - An active participant in political performances in Abkhazia. For participation in the national liberation movement of the Abkhaz people in 1989, at the insistence of the leadership of Georgia, he was relieved of his post as first secretary of the Gudauta District Committee of the Communist Party of Georgia.

In 1989, by an absolute majority of votes he was elected Chairman of the Executive Committee of the Gudauta District Council of People's Deputies. Then, at the filing of the prosecution of the Georgian SSR by the USSR Prosecutor General, a criminal case was instituted against him for participating in political events.

In 1989-1994 - An active figure in the Confederation of Mountain Peoples of the Caucasus (KNK); Chairman of the Committee of the Caucasian Communities of the KNK.

During the Patriotic War in Abkhazia 1992-1993. - Member of the State Defense Committee (GKO). A lot of work was carried out among the volunteers of the North Caucasus, the Cossacks of Russia and far abroad. On instructions from the leadership of Abkhazia, he repeatedly met with the heads of the Krasnodar, Stavropol Territories, the Rostov Region, the Republic of Adygea, the Karachay-Cherkess Republic, the Kabardino-Balkarian Republic, the Republic of North Ossetia (Alania), the Ingush Republic, the Chechen Republic, and the Republic of Dagestan. Significant political and economic work was carried out with the Cossacks of Southern Russia, the Great Don Army, the Cossacks of the Kuban, the Union of Cossacks of Stavropol. Repeatedly took part in the work of the Big Circles of the Cossacks (Krasnodar, Novocherkassk, Stavropol). Organizer of the conclusion of the Agreement between the Cossacks of the South of Russia and the Confederation of Peoples of the Caucasus (1993).

In 1991-1996. - Deputy of the Supreme Council - Parliament of the Republic of Abkhazia; Member of the Presidium, Chairman of the Commission on Social and Economic Development.

In 1996-1997 - Minister of Foreign Affairs of the Republic of Abkhazia.

In 1997-1999 - First Deputy Prime Minister, Minister of Economy of Abkhazia.

In 1999-2002 - Chairman of the State Tax Service of the Republic of Abkhazia.

Since 2002 - Deputy Chairman of the Parliament of Abkhazia.

Until the end of his life, he was the head of the Council of Elders of the Republic of Abkhazia. Died March 22, 2016 in Sukhumi [1] .

Family

Ozgan has four daughters.
