Cabinet of Ministers of the Republic of Abkhazia

Within its powers, the Cabinet of Ministers of the Republic of Abkhazia:

• implements the main directions of domestic and foreign policy of the state;
• carries out management and regulation of economic and socio-cultural processes, creates conditions for free enterprise on the basis of a rational combination of all forms of ownership, demonopolization of the economy, implementation of the legal mechanism of a market economy;
• organizes the development and execution of the state budget, as well as forecasts of the economic and social development of the Republic of Abkhazia and the most important state programs, ensures the improvement of the budget system;
• carries out measures for the development of science and technology, the rational use and protection of natural resources;
• provides support for the least socially protected groups of the population, the implementation of social guarantees of citizens;
• develops directions of social policy, takes measures to ensure social and legal protection of citizens, their right to work, improves social security;
• defines the main directions of development and improvement of health care, education, contributes to the development of socio-cultural sphere
• takes measures to strengthen the defense capability of the Republic of Abkhazia, protect the rule of law and protect the rights and freedoms of citizens;
• coordinates the work of management bodies on the joint implementation of environmental measures and the implementation of major environmental programs, takes measures to eliminate the harmful environmental consequences of accidents and disasters, as well as natural disasters;
• implements foreign policy and foreign economic relations, concludes and implements intergovernmental treaties and agreements, forms a single customs policy;
• on behalf of the President of the Republic of Abkhazia, prepares draft legislative acts;
• appoints and dismisses heads of enterprises of republican subordination.

The Cabinet of Ministers of the Republic of Abkhazia has the right to delegate the exercise of part of its powers to central government bodies, if they are not assigned by law to the exclusive powers of the Cabinet of Ministers of the Republic of Abkhazia.

The Cabinet of Ministers of the Republic of Abkhazia includes the Prime Minister of the Republic of Abkhazia, Vice Prime Ministers of the Republic of Abkhazia, ministers and the head of the apparatus of the Cabinet of Ministers of the Republic of Abkhazia.

The President of the Republic of Abkhazia may include in the Cabinet of Ministers of the Republic of Abkhazia the heads of other central government bodies subordinate to the Cabinet of Ministers of the Republic of Abkhazia.

The Prime Minister, Vice Prime Ministers, Ministers, Chairmen of State Committees, and heads of other central government bodies of the Republic of Abkhazia are appointed and dismissed by the President of the Republic of Abkhazia. In accordance with the Constitution of the Republic of Abkhazia and the Constitutional Law of the Republic of Abkhazia “On the Cabinet of Ministers (Government) of the Republic of Abkhazia”, the structure of the Cabinet of Ministers was approved on March 30, 2015 by the President of the Republic of Abkhazia Raul Khadzhimba:
