Vladislav Tovarishchtayovich Khovalyg (born December 24, 1967 , v . Teeli, Bai-Taiginsky District, Tuva ) - Russian statesman and political figure, mayor of the Kyzyl city of the Tyva Republic from 2008 to 2018.

Biography
Higher education. In 1992, he graduated from the Krasnoyarsk State University with a degree in jurisprudence, and in 2006, from the Russian Academy of State Service under the President of Russia with a degree in Anti-Crisis Management.
He served in the army .
He began his career as a worker at the Shagonarsky District Industrial Complex.
In government, he began his career as a specialist in the State Property Committee of the Republic of Tyva. Then, from 1994 to 2004, he headed the territorial body of the Federal Service of the Russian Federation for financial rehabilitation and bankruptcy in Tuva. Further work continued in the Ministry of Finance of the Republic of Tyva, where he initially worked as head of the department and then head of the department of the Ministry of Finance of the Republic of Tyva.
In April 2007, he was appointed Minister of Land and Property Relations of the Republic of Tyva.
