Biography
Comes from the Courland nobles. He graduated from the Imperial School of Law . He worked in the Office of the Criminal Cassation Department, then in the Department of the Ministry of Justice. From 1884 he served in the Codification Department of the State Council as a clergy manager and senior official. In early 1894 he was transferred to the position of State Secretary of the State Council. Soon he was appointed senior official of the imperial department at His Majesty's own office. In 1898 he was granted the title of State Counselor .
In the years 1902-1906 - managing director of the Committee of Ministers. From April 13, 1905, he replaced the vicegerent of His Imperial Majesty in the Caucasus in meetings of the highest state institutions, represented the vicar for cases submitted to ministries and main departments. Member of the State Council (since 1906).
He was married to Maria Vasilyevna Ekimova. Son: B.E. Nolde
