The post of governor of the Lipetsk region was established in 1991.

Appointment (1991-1993)

In 1991, President of the Russian Federation Boris Nikolayevich Yeltsin appointed the heads of the executive branch in the regions.

So, on October 23, 1991, by decree of the President of the RSFSR, G.V. was appointed Governor of the Lipetsk Region Merchants . On December 23, 1992, he was dismissed by decree of President B. N. Yeltsin . Disagreeing with the decision, he filed a lawsuit against the president, demanding reinstatement. By a decision of September 21, 1994, the Moscow City Court quashed the president’s decision, but was not reinstated as Kuptsov, as the new governor of the region had already been elected.

Elections (1993-2005)

The Lipetsk region became one of the first regions of the Russian Federation where nationwide elections of the highest official of the constituent entity of the Russian Federation were held . The first popular elections of the governor of the region took place on April 11, 1993 . In total, nationwide elections of the head of the executive branch of the region were held 4 times.

In 1999, a restriction was established, according to which the same person can not be elected more than two times in a row.

Approval (2005 —...)

In 2004 , at the initiative of the President of Russia V.V. Putin's procedure for the election of senior regional officials was changed to the appointment of legislative bodies on the proposal of the President of Russia. The Constitutional Court of the Russian Federation in 2006 confirmed the constitutionality of the appointment of heads of constituent entities of the Russian Federation.

Despite the fact that the term of office of the head of the administration of the Lipetsk region, O.P. Korolev ended only in April 2007 , in the middle of May 2005 he resigned ahead of schedule, and on May 24, V.V. Putin introduced his candidacy to the regional council. Medvedev submitted to the Lipetsk Regional Council of Deputies the candidacy of Oleg Petrovich Korolev to empower him with the head of the administration of the Lipetsk Region. ^[3] On April 26, deputies of the Lipetsk Regional Council of Deputies voted to empower Oleg Korolev with the powers of the highest official of the Lipetsk Region (49 - for, 2 - against). ^[four]

A citizen of the Russian Federation is vested with the powers of the highest official of the region - the head of the administration of the region on the proposal of the President of the Russian Federation by the regional Council in the manner prescribed by the Federal Law “On General Principles of Organization of Legislative (Representative) and Executive Bodies of State Power of the Subjects of the Russian Federation” and this Charter of the Lipetsk Region for a term for five years.

The powers of the head of the region’s administration begin on the day the decision of the regional council on vesting the citizen of the Russian Federation with the powers of the head of the region’s administration comes into force.

At the inauguration ceremony, the head of the regional administration takes the oath of office:

• The right to participate in the work of the regional Council with an advisory vote.
• Provides coordination of the activities of executive bodies of the region with the regional Council and, in accordance with the legislation of the Russian Federation, can organize the interaction of executive bodies of the region with federal executive bodies and their territorial bodies, local authorities and public associations.
• Represents the region in relations with federal bodies of state power, bodies of state power of the constituent entities of the Russian Federation, local governments and in the implementation of foreign economic relations, and is entitled to sign treaties and agreements on behalf of the region.
• The right to submit for consideration by the President of the Russian Federation and the Government of the Russian Federation draft acts, the adoption of which is in their competence.
• The right to demand the convening of an extraordinary session of the regional Council, as well as to convene the newly elected regional Council for the first meeting earlier than the deadline established by the Charter of the Lipetsk region.
• Makes a decision on the appointment of a representative to the Federation Council of the Federal Assembly of the Russian Federation from the administration of the region and sends it to the regional Council in the manner prescribed by the law of the region.
• Issues decisions and orders within the limits of its authority. Normative legal acts of the head of the region’s administration are issued exclusively in the form of decrees that come into force from the date of their official publication, unless otherwise specified in the acts themselves.
• Ensures the implementation of the Constitution of the Russian Federation, federal laws, the Charter and laws of the region in the region.
• Takes measures to protect the interests of the region, observing its constitutional and legal status.

O. P. Korolev supported the idea of ​​renaming the post “Governor of the Lipetsk Region” to “the head of the administration of the Lipetsk Region” that appeared in the late 1990s . In regions where similar posts have been introduced, they explain their initiative by the fact that there are no provinces in Russia.
