Biography
Born in the village Nesterovka Vinnitsa region in a family of teachers.
He began working in 1932 after graduating from the Make-up Department of the Makeyevka Metallurgical Plant as a planer, draftsman, and designer of the Donetsk Metallurgical Plant. In 1938 he graduated from the Donetsk Polytechnic Institute as a steelmaker engineer. From 1939 to 1946 he worked in the city of Serov as a master, assistant chief for repair and deputy chief of the open-hearth shop. From 1947, he worked in Makeyevka as deputy head and head of open-hearth and for 8 years as chief engineer of the plant, then for 3 years as director of the Karaganda metallurgical plant in Temirtau .
After a short work in the Economic Council, V. O. Kulikov from September 1963 to December 1969 was the director of the Ilyich Plant ( Mariupol ). From the factory he left for Minchermet of the Ukrainian SSR as the first deputy minister. In 1973 - 1987 he worked as deputy chairman, first deputy chairman of the USSR State Committee on Material and Technical Supply ( Gossnab USSR ).
Author of a number of publications and inventions.
Awards
March 22, 1966 V. O. Kulikov was awarded the title Hero of Socialist Labor.
Awarded two Orders of the Red Star, Orders of the Red Banner of Labor, Lenin, and medals.
