Born in the village of Bogdat, Nerchinsk-Zavodsky uyezd of the Transbaikal region in a family of a Transbaikal Cossack . He graduated from the Irkutsk Cadet School , in 1896 - the Nerchinsk-Zavodsky Mining School . He worked as a surveyor during the reign of the Trans-Baikal Cossack army .

Since the early 1900s in the Social Democratic movement. In the summer of 1917 he joined the RSDLP (b) .

In April - August 1917 - Chairman of the Military Committee of the Trans-Baikal Cossack Army . Since February 1918, he was chairman of the Trans-Baikal Regional SNK, one of the organizers of the fight against seed production . After the temporary fall of Soviet power, he was hiding in the Amur taiga, was arrested by Japanese interventionists and imprisoned in a concentration camp near Khabarovsk . He was released, then in the partisan movement, the head of the political department of the partisan army in the Amur region. In 1920, he led party work in Khabarovsk and Blagoveshchensk . Since November 1920 - Member of the Government of the Far Eastern Democratic Republic and Minister of War. In August 1921 - November 1922 - Chairman of the Government of the FER , member of the Dalbyuro of the Central Committee of the RCP (B.) Since 1923 he was at the chores. Died in Moscow , buried in the Novodevichy cemetery.
