History
The formation of the modern institution of the head of the Turkish government took place in the last period of the Ottoman Empire , after the signing of the Mudros Armistice (its surrender) on October 30, 1918. After the occupation of Constantinople (November 1918) by the Entente forces and the dissolution of the Ottoman parliament (March 16, 1920), Mustafa Kemal , who led the national revolutionary movement and the war for independence in Anatolia, convened the Turkish Grand National Assembly (ANT) in Angora , the first meeting of which opened on April 23 1920 year. M. Kemal himself was elected chairman of the parliament and the first head of government of the Great National Assembly, which was then not recognized by any of the powers. The first Turkish Constitution was adopted by the Supreme Council on January 20, 1921, delegating all legislative and executive prerogatives to the Supreme Council, and, at its discretion, to the formed government.
On November 1, 1922, the VNST adopted a law on the separation of the sultanate and the caliphate , while the sultanate was abolished. On November 17, 1922, deposed Sultan Mehmed VI , who remained a caliph, left Constantinople aboard the British battleship, a day after that the VNST deprived him of his last title and elected Abdul-Mejid II as a caliph. After the signing of the Lausanne Peace Treaty on July 24, 1923 and the international recognition of the Turkish Grand National Assembly, on October 29, 1923, the creation of the Republic of Turkey was proclaimed, the first president of which was elected Chairman of the NPC Mustafa Kemal. On March 3, 1924, the Ottoman caliphate was finally liquidated [1] .
The new Constitution , which enshrined the republican system of Turkey, was adopted by the National Security Council on April 20, 1924 and was valid until canceled as a result of the coup on May 27, 1960. The foundations of a parliamentary republic were established, when the government is responsible to the parliament and is formed from members of the parties with the majority in it, and in case of loss of confidence of the majority, it either resigns or seeks through the president the dissolution of the parliament and the appointment of new elections. The subsequent Turkish Constitutions adopted at popular referenda of 1961 and 1982 did not change this part of the state structure of the country.
