Velazio De Paolis was born on September 19, 1935 , in Sonnino , in the province of Lazio , Italy . Velazio De Paolis joined the Congregation of Saint Charles Missionaries on October 4, 1958 . ^[3]

Velazio De Paolis was sent to Rome to complete his studies, he received his doctorate in canon law at the Faculty of Canon Law at the Pontifical Gregorian University , a licensee in theology at the Faculty of Theology at the Pontifical University of Saint Thomas Aquinas , and a degree in law from the University of Rome La Sapienza . De Paolis was ordained a priest on March 18, 1961 in this congregation, and taught canon law at the Pontifical Gregorian University in Rome. ^[four]

Since 1971, Velazio De Paolis served as professor of canon law at the Faculty of Canon Law at the Pontifical Gregorian University, in 1980 as a professor and since 1983 . On April 12, 2008, Benedict XVI elevated Velazio De Paolis to the rank of archbishop ^[3] and named him chairman of the Prefecture of Economic Affairs of the Holy See ^[6] , (some correspondents say that this role is the Minister of Finance of the Vatican ) replacing Cardinal Sergio Sebastiani, who has reached the maximum canonical age . As chairman, he essentially serves as the chief auditor of the Vatican .

On January 25, 2010, De Paolis was appointed a member of the Supreme Tribunal of the Apostolic Signature, the supreme court of the Church, in addition to his duties in the Prefecture of Economic Affairs of the Holy See. ^[7] He will remain a member of the Tribunal until his 80th birthday.

On October 20, 2010, during a general audience, in St. Peter's Square , Pope Benedict XVI announced the appointment of 24 new Cardinals, among them Velazio De Paolis. According to tradition, Archbishop De Paolis will be elevated to the rank of Cardinal Deacon on this consistory . ^[eight]

On November 20, 2010, a consistory was held on which Cardinal Velazio De Paolis was entrusted with a cardinal hat and he became a cardinal deacon with the titular diaconia Jesu Buon Pastore alla Montalola . On September 21, 2011, Pope Benedict XVI accepted the resignation of Cardinal Velazio De Paolis, presented in connection with the achievement of the canonical age of resignation, chairman of the Prefecture of Economic Affairs of the Holy See and named him successor Giuseppe Versaldi , until then Bishop of Alessandria, Italy, erecting him at the same time to the rank of archbishop. ^[9]
