Biography
Father - Vladimir Igorevich Tabachnik (1940), aircraft engineer. Mother - Alla Viktorovna Glebova (1938) (direct descendant of the Kiev Governor-General, General-General Chef Ivan Glebov ), civil engineer.
In 1986 he graduated with honors from the History Department of Kiev State University . He worked as a researcher at the Institute of History of the Academy of Sciences of the Ukrainian SSR .
Political Activities
1990-2004
In 1990-1994, he was a deputy of the Kiev City Council , one of the leaders of the anti-nationalist deputy group.
From January 1991 to December 1992 - consultant to the Secretariat of the Supreme Council ( Verkhovna Rada ) of Ukraine.
From December 1992 to March 1993 - head of the press service of the Cabinet of Ministers of Ukraine ( Leonid Kuchma ).
From March to September 1993 - press secretary of the Government of Ukraine - head of the Main Directorate of Information, Press and Public Relations of the Cabinet of Ministers of Ukraine.
In 1994, he led the presidential election campaign of Kuchma, which was based on the concept of strategic partnership with Russia and the provision of the Russian language with the status of the state language .
From July 1994 to December 1996 - Head of the Presidential Administration of Ukraine Leonid Kuchma, member of the National Security and Defense Council [1] .
While working in the presidential administration, he received the military ranks of the major (1994, bypassing the rank of captain), in March 1995 - the lieutenant colonel, in February 1996 - the colonel, but in 2005 the decision on the assignment of military ranks was canceled [2] ] [3] . In 2007, the Prosecutor General’s Office overturned its previous decision as “having no legal basis and was adopted in violation of applicable law”, and Dmitry Tabachnik was reinstated in military rank [4] . Earlier, a number of political scientists and politicians have repeatedly stated that the decision of the Prosecutor General’s Office of Ukraine in 2005 was due solely to “motives of political revenge” for sharply criticizing the “Orange Revolution” and as one of Viktor Yanukovych’s main associates [4] .
From September 1997 to March 2003 - Advisor to the President of Ukraine. From March 1998 to March 2003 - Member of Parliament of Ukraine, Chairman of the Verkhovna Rada Committee on Foreign Affairs. He advocated maintaining the neutral status of Ukraine, rapprochement with Russia as the main strategic ally, against joining NATO . By the decree of the President of Ukraine, he was awarded the diplomatic rank of Ambassador Extraordinary and Plenipotentiary of Ukraine. In 1999 - one of the leaders of the presidential campaign of Leonid Kuchma.
From November 2002 to February 2005 - Deputy Prime Minister in the Cabinet of Ministers Viktor Yanukovych . In 2004, he was one of the leaders of the presidential campaign of Yanukovych, built on the slogans of providing the Russian language with the status of state, maintaining the neutral status of Ukraine, non-membership in NATO and participation in the Common Economic Space .
2005-2012
After Viktor Yushchenko was elected president, the Prosecutor General's Office of Ukraine opened several criminal cases against Dmytro Tabachnyk, subsequently closed for lack of corpus delicti. Among the charges brought were an attempt to publish a government newspaper announcing the official results of the 2004 presidential election, according to which Viktor Yanukovych won, and raising bonus payments to Ukrainian Olympians.
In March 2006, he was elected to the Supreme Council of the Autonomous Republic of Crimea from the Bloc “ For Yanukovych! »From April 2006 to December 2007 - Deputy Prime Minister in the government of Viktor Yanukovych. The humanitarian policy advocated by the profile deputy prime minister was based primarily on an attempt to increase government support for education and culture and its leaders. In 2007, he opposed concessions on early parliamentary elections announced by decree of Viktor Yushchenko.
In the religious sphere, Dmitry Tabachnik’s humanitarian policy was based on the condemnation of state interference in religious affairs. At the same time, he considers canonical Orthodoxy "the mental foundation of most of the people of Ukraine." Within this position, he qualified President Viktor Yushchenko’s call for the creation of a “single national local church” [5] as a manifestation of totalitarianism and an attempt to destroy canonical Orthodoxy [6] . He was repeatedly awarded the orders of the UOC of the Moscow Patriarchate.
Member of the Verkhovna Rada of Ukraine of the VI convocation (according to the list of the Party of Regions ), member of the Party of Regions faction, first deputy chairman of the parliamentary committee on education and science. He headed the wing in the Party of Regions, which considered it impossible to make concessions on the state status of the Russian language, the protection of canonical Orthodoxy , strategic partnership with Russia, non-membership in NATO, and prevention of the rehabilitation of the OUN-UPA . He defended the need for decentralization of the state system of Ukraine on a federal-land basis. He opposed any agreements with supporters of Yushchenko, regarding this as a betrayal of the interests of the anti-nationalist electorate. A great public outcry was caused by his calls for the creation of a "nationwide movement of resistance to national-totalitarianism", in which he called for the unification of all anti-fascist opposition forces [7] [8] .
The initiator of the creation and chairman of the Council of the social movement " For a neutral, non-aligned Ukraine ", which brought together representatives of many parties and public organizations. He also initiated the creation of the social movement “ Council of Civil Accord ” (which included more than 120 public organizations), at the congress of which in December 2009 the “Punishment to the President of the People” was passed to Viktor Yanukovych, whose main requirements are the restoration of strategic relations with Russia, giving Russian the language of state status, the federalization of Ukraine and the effective fight against national fascism .

In 2007-2010, the Minister of Education and Science of the “shadow cabinet” Viktor Yanukovych. He opposed the system of external testing, considered not as a means of improving the quality of knowledge, but as a tool to combat corruption, criticized the ideologization of the educational process and the system of benefits destroying higher education, defended the need to increase teachers' salaries and preserve the autonomy of higher education institutions.

Minister of Education and Science of Ukraine
Since March 11, 2010 - Minister of Education and Science of Ukraine in the government of Mykola Azarov . Local self-government bodies (Ternopil, Lviv, Ivano-Frankivsk and Rivne regional councils) of the Western Ukrainian regions [9] , nationalist organizations, protests took place in Lviv and some other cities of Western Ukraine against him, and collecting signatures for the dismissal of the minister was organized [10] [ 11] [12] . The president of the Kiev-Mohyla Academy Sergey Kvit also opposed the new minister [13] . The minister was constantly accused by the nationalist forces of “ Ukrainianophobia ” [14] . Anti - Semitic slogans were also actively used in the campaign [15] [16] .
On the other hand, rectors of a number of leading higher educational institutions from nine regions of Ukraine, prominent figures of science, education and culture, in their address to the President of Ukraine, the Prime Minister of Ukraine, the Chairman of the Verkhovna Rada, expressed support for Dmitry Tabachnyk, as well as what they consider propaganda campaign against his activities in this post by the speculation of “certain political forces”. The authors of the appeal gave a positive assessment to the work of Dmitry Tabachnik as deputy prime minister in the governments of Viktor Yanukovych [17] . The Supreme Council of the Autonomous Republic of Crimea also supported Tabachnik. [18]
According to the results of a telephone vote conducted live on Inter TV channel on March 20, 2010 in the Big Politics with Yevgeny Kiselyov program, 33% of those who voted supported Tabachnik’s resignation as minister, and 67% voted against her. About 30 thousand people took part in the vote [19] . Tabachnik himself, in an interview with the newspaper Segodnya, called this vote a “poll” [20] .
A website appeared on the Internet containing “An open letter to the President of Ukraine Yanukovych and Prime Minister Azarov of representatives of intellectual professions, the media and non-governmental organizations of Ukraine in support of Dmitry Tabachnik as Minister of Education and Science of Ukraine” [21] . Within ten days, more than seven thousand people signed it.
Dmitry Tabachnik obliged schools to open classes with Russian as the language of instruction for parents, and declared that the course of foreign literature taught at the school should be converted into a course in world literature by increasing the share of Russian literature in the course to 75% [22] . The minister also said that in the new history textbooks Bandera and Shukhevych’s cooperation with the Nazis and their role in organizing mass killings and ethnic cleansing will be displayed.
On December 9, 2010, during the reorganization of the ministry, he was appointed Minister of Education and Science, Youth and Sports of Ukraine [23] [24] .
In March 2010, Anna German , deputy head of the presidential administration of President Yanukovych, said that Dmitry Tabachnyk should have resigned as a minister, as “his anti-Ukrainian statements cause irritation in a large part of society” [25] . In its report on the state of democracy and human rights in Ukraine for 2010-2011, “The Alarm: In Defense of Democracy in Ukraine,” the non-governmental organization Freedom House called on President Viktor Yanukovych to dismiss Dmitry Tabachnyk from the post of Minister of Education with wording similar to German’s statement - how “A source of contention in education and language policy” [26] [27] . In response, the Verkhovna Rada said that these recommendations are interference in the internal affairs of Ukraine [28] . The main reforms that were carried out by D.V. Tabachnik in the field of education:
- a return from a 12-year high school system to an 11-year-old;
- return to state ownership and the opening of previously closed preschool institutions;
- compulsory teaching of a foreign language from the first class and the second foreign language from the third;
- the introduction of compulsory preschool education from the age of five;
- compulsory computer science education starting from the second grade (previously it was from the ninth);
- the introduction in secondary school of new teaching standards and new qualification standards for teacher assessment;
- adoption of the Concept of specialized education, which strengthened the role of the school in the allocation of academic time (up to 52%) for an individual approach to students;
- approval of the Model Rules for admission to vocational schools, methods for developing state standards of vocational education and 47 state standards of vocational education for specific workers; [29]
September 30, 2010, on the proposal of D. V. Tabachnik, Decree of the President of Ukraine V. F. Yanukovych No. 929/2010 “On the State Prize of Ukraine in the field of education” under the President of Ukraine established the Committee on the State Prize of Ukraine in the field of education as a subsidiary body , ensuring the exercise by the President of the powers to award the prize; approved by the Ministry of Education and Science, Youth and Sports Regulation on the Prize, Regulation on the Committee, the personal composition of the Committee. The Minister of Education and Science, Youth and Sports of Ukraine D.V. Tabachnyk was appointed Chairman of the Committee, in 2006 and proposed to create this award [30] .
On February 7, 2011, by Decree of the President of Ukraine No. 180/2011 “On the Diploma and Honorary Badge of the Laureate of the State Prize of Ukraine in the Field of Education”, the corresponding descriptions were personally developed by D.V. Tabachnyk as the most famous Ukrainian specialist in the field of heraldry, faleristics and award systems .
On December 3, 2012, he was dismissed [31] , but on December 24 he was again appointed Minister of Education and Science of Ukraine in the new government of Mykola Azarov [32] .
After the coup in Ukraine and the removal of Viktor Yanukovych from the post of president, February 23, 2014 was dismissed from his post by the resolution of the Verkhovna Rada of Ukraine [33] .

Sanctions and Prosecution
On March 6, 2014, the European Union and Canada announced that Tabachnyk is on the list of high-ranking Ukrainian officials against whom financial sanctions are imposed [39] [40] [41] .
On May 25, 2015, the Prosecutor General's Office of Ukraine presented Tabachnik with suspicion of embezzlement in the case of the misappropriation of 2.76 million hryvnias by the heads of two departments accountable to Tabachnik: the Institute for Innovative Technologies and Educational Content and the Osvita State Publishing House [42] .
On June 6, the EU published in the Official Journal the decision to extend the sanctions against Dmitry Tabachnik for another nine months [43] . At the same time, the motivation was changed to “the person against whom the Ukrainian authorities are investigating the misappropriation of public funds [44] ”.
In July 2015, the Security Service of Ukraine put Tabachnik on the wanted list; he is charged with embezzlement of state property on an especially large scale (part 5 of article 191 of the Criminal Code) [45] .
On November 5, 2015, the Kiev Court of Appeal overturned the decision of the Pechersk District Court, which refused to seize the apartment building, apartment and land of the mother of the former Minister of Education and Science of Ukraine Dmitry Tabachnik [46] . The court found that according to Article 175 of the Family Code of Ukraine, property acquired by parents and children at the expense of their joint work or common means belongs to them on the basis of common joint ownership. The court drew attention to the fact that Tabachnyk, being suspected of embezzlement of state funds (part 5 of article 191 of the Criminal Code of Ukraine), the sanction of which provides for additional punishment in the form of confiscation of property, on August 17 granted a power of attorney to his father, being on the wanted list. That is, realizing the severity of the punishment for a crime of which he is suspected of committing and in order to avoid punishment (confiscation), he provided a power of attorney for re-registration of property.
On June 30, 2016, the Pechersky District Court of Kiev arrested both the money and precious metals held in Dmitry Tabachnik’s bank accounts and the bank accounts themselves opened with Sberbank [47] .
Views and positions on specific issues
- In 2004, at the international forum “Prevention of Genocide: Threats and Responsibilities” ( Stockholm ), voicing the then official position of Ukraine (according to which the term “genocide” was not nationally colored), he said: “We will seek recognition by the international community of the Holodomor as an act of genocide against Ukrainian people ” [48] . In 2010, he announced that the Ministry of Education and Science would adjust school curricula in such a way as to show that the Holodomor was a common tragedy of the four republics of the USSR (Byelorussian, Kazakh, Russian and Ukrainian SSRs), and not the genocide of the Ukrainian nation [49] .
- In August 2008, he condemned the military operations of Georgia in South Ossetia , qualifying them as aggression , and advocated recognition by Ukraine of the state independence of the Republic of Abkhazia and the Republic of South Ossetia . In September 2008, the first politician in Ukraine and Russia stated (in the article “At the Fatal Line. Ukraine after Tskhinval”) that the Buk-M1 anti-aircraft missile systems in South Ossetia were controlled by Ukrainian experts, secretly directed by Viktor Yushchenko.
- He condemned the assignment of the title of Hero of Ukraine to the commander-in-chief of the Ukrainian Insurgent Army Roman Shukhevych (formerly the commander of the Abwehr detachment Nachtigal ) and the head of the OUN, Stepan Bandera. After considering the lawsuit on the protection of honor and dignity on the part of the children of Shukhevych, the Shevchenkovsky District Court of Kiev ruled that his allegations that “Shukhevych was a Hitler officer whom the Führer noted with the highest awards of the Reich” and did not satisfy the plaintiffs' demands for a public apology, as well as the ban on the sale and removal from the trading network of the book “Duck Soup in Ukrainian”, where the above statements were displayed.
- In January 2009, he appealed to the Prosecutor General's Office of Ukraine with a request to institute criminal proceedings regarding inciting ethnic hatred by the Minister of Culture of Ukraine Vasyl Vovkun , who called the Russian language “dog language ” at a government meeting (addressing the mayor of Kharkov, Mikhail Dobkin , who read the report in Russian) [ 50] .
- После согласия руководства Украины на передачу Румынии нефтегазоносного шельфа вокруг острова Змеиный назвал это «украинской Цусимой» и направил депутатское обращение Генеральной прокуратуре Украины с требованием дать правовую оценку передачи территории и возбудить уголовное дело по статье о государственной измене.
- Украинское государство времен президентства Виктора Ющенко считал нежизнеспособным: «Современное украинское государство по […] перспективам выживания сравнимо с Польшей 1939 года» [51] . Политические оппоненты (партия «За Украину!»), а также ряд деятелей украинской культуры на основании этих и ряда других высказываний обвиняют Табачника в украинофобии и причисляют к врагам украинской культуры [52] [53] [54] .
- Выступает категорически против реабилитации ОУН-УПА [55] .
- Протестовал против выделения из бюджета 1 млрд гривен на строительство мемориала жертвам Голодомора (нарушающего охранную зону Киево-Печерской Лавры ) и превращения Мариинского дворца (после перестройки и слома исторических интерьеров) в жилую резиденцию президента. После направления им депутатского запроса в Генеральную прокуратуру Украины разрушение исторических интерьеров Мариинского дворца было прекращено [56] .
- Неоднократно вступал в конфликт с частью руководящих деятелей Партии регионов, которых обвинял в готовности к уступкам Ющенко. В адрес Табачника неоднократно резко высказывалась тогдашняя замглавы Администрации президента Анна Герман, возглавлявшая в партии крыло, склонное к договоренностям с «оранжевыми» политическими силами [57] .
